You are absolutely correct, it's about time someone spoke with common sense here. Whether you choose to beleive it, it happens somewhere. I don't know if as mentioned above, genitals were targeted in the past, maybe.
I grew up in a somewhat suburban area in the northwest and wasn't very social but I knew of a few boys, one girl, who were spanked up to 12-likely bare. I didn't bother ever asking. So I never said anything being spanked through high school, when most happened.
Back to the subject, genitals were not a target per se. However I do remember a few times where my mom tapped the bottom of my testicles with a hairbrush, saying "do you want to get spanked somewhere else?!" Boy did that shut me up.
