It has been working since there are children. It is anyway a normal reaction for any adult when dealing with a naugthy child to (at least) smack their thighs or their bum.
It never killed anyone and it is sometimes the only thing children can understand. In all normal societies an important part of parenting...and not at all a bad thing.
