Halloween is coming up so you could just show him this https://www.youtube.com/watch?v=dxvJufKlK1M and encourage him. Or just offer to take him somewhere where he couldn't possibly be recognized.

Girls' clothes are so much more comfortable and fun than drab boys' attire, once you get him past any reluctance, I am certain he will enjoy the transformative nature of the experience. Particularly if he has support from an older sister and maybe others too.

As a child, I never liked the social pressure of being held to pre-conceived ideas of how each gender is supposed to behave. Luckily we live in a time when those rigid ideas are bending, so encourage him to have fun and see where this all leads.
