Adding to what Ana Carol has already argumented and refering to the presentation, Vivian -
Another point that was made is that one may know a certain linguistic form, but possibly not the "socio-cultural rule which underlies it".
Of course it is necessary to know the words, gramatical structures and so on in order to communicate. This we all know and teach.
What the text draws our attention to , I think are other aspects, subtler and maybe more complex to study and transmit in a classroom, but no less important. There is alot to "be aware of", as you said, for effective communication to take place.
