Subject: Synopsis of River Oaks City Council Meeting April 9, 2019

The meeting started on time. All members present.

First item on the agenda was approval of the consent agenda.

Next item was discussion of agreement with YMCA/Camp Carter for land procurement. A proposal between the city and Camp Carter for the use of the land off Meandering Road all the way up the hill to Harvard. What the city wants to do with the land is build an animal shelter which started some controversy between Joe Ashton and the mayor because the mayor wants the animal shelter accessible from Harvard right next to the horse barn. Ashton didn't feel that was appropriate for the neighbors who live on Harvard and the surrounding area. Other things the city wants to build on the property is to move the city services area where they storage equipment which is currently behind Victory Temple. And to sell the community center and move it to this property too. After lengthy discussion and disagreements this item was tabled.

Council tabled approval of the quote from Texas Day Night Security for installation for network video streaming.

Council tabled approving a rental agreement for Military Skilled Trades Career Fair to be held at The Event Center. It wasn't clear whether this is a business or nonprofit.

Council approved the use of The Event Center for a candidates forum and added a special measures forum too (the four charter amendments, if you want the real story)

Council approved the contract with Extreme Pyrotechnics for the fireworks show at the All American Celebration. On a side note, Victory Temple added 2500.00 for the expense of the fireworks.

Council approved commercial sales agreement from Johnson Controls to upgrade the water plant alarm monitor.

Public Hearing for the property located at 928 Lydick Lane. Once again no visual testimony was given. The attorney was comfortable with Zoning Officer Sanders testimony that this property is substandard. It was questioned as to what the homeowner is going to do with the property. At this time they're just walking away. The city attorney talked to the bank and they're walking away too. Councilman Holland questioned if Victory Temple could help the homeowner out with clean up and repair of the property. Councilman Chisholm asked if the Red Cross could help. Sanders stated Red Cross doesn't consider it am emergency. Sanders also stated several other inquires about helping have all fell through. Council then voted to give the homeowner 30 days to bring the house up to code or the bank and lien holder an additional 30 days. If neither comply then the house will be ordered demolished.

Council approved Ordinance 1226-2019. Council didn't state what the wording was but it is to clear up the definition of spray or neuter.

Council approved Ordinance 1227-2019. Registration of roof contractors, but adding there would be no charge for permits. This was a 4 council person for this ordinance. Houk recused himself.

Council approved Ordinance 1228-2019 expending the general budget by allowing the park board to use it's dollar donation funds for maintenance at McGee Park and purchase a field leveling machine for McGee Park.

Council approved Resolution 961-2019 certifying the Phase 1 sewer improvements.

Council approved Resolution 962-2019 authorizing EDC expenditures from 2017-2018 fiscal year budget for projects more than 10,000. This is the first reading.
