After the last few weeks, nothing surprises me about the SPCA anymore, it just looks like a politically motivated organisation that wastes money and applies their own rules regardless of the law. Sad, as I'm sure they started out with the best intentions and could do some really good work, if only they would concentrate on what they were originally set up to do. Just jobs for the boys now and expenses for the bosses.
