Both I guess. Someone wrote on another site about how those "innocent employees that don't want to get fired" are just as guilty as their supervisors. They know they are doing something unethical but because they were ordered to do it they believe they are justified in their actions and can't be blamed for their unethical behavior. Give me a break.
