Basically, the intent in which the rule was written was to mean just that. If you cannot attend a night, you will be excused from all challenges, whether it's one or two. I agree that it may need to be clarified just a bit. Basically, the only way to decline a callout would be because your car was broken or you couldn't show up.

Yes, if you call someone out who is unable to make it to the track that week, you may callout another racer before noon on Thursday.

The callouts will be run in the order in which they are made. If the same person is called out more than once, the second callout is voided if that person loses. So, if racer A is called out racer B, followed by racer C, the A vs. B race would take priority. If A defeats B, then A would race C. If B beats A, then there would be no race bewteen racer A and racer C. (clear as mud?) And the same would go for any callout. If the person you callout falls in position, then the callout is void. If the person you call out goes up in position, then the race is still on, even if it breaks the "Top 10" rule.
