I agree with Tsunami's suggestion of a council. Then things can be voted on, as in an actual goverment. The reble president might have final say in disputes, but in discussion could be outvoted (or similar) by the commitee.

Meridians suggestion of being appointed by skill makes sense, but there is still the problem of the training. As I mentioned before, people will try to do everything right, which will make it very hard on whoever is choosing.
