I agree with Meridian about using dice to determine bombing.
Unfortunately, in the examples of good role-playing we were just discussing, it is true, as you said, that not everyone is willing to put the effort into it. My (personal) solution to powerplaying, is that either (1) I powerplay back..which would not be a very good option in this case, OR (2) I just ignore it. This is a very simple solution for those of us fighting somone who doesn't want to put in the effort. Just ignore that certain post and politely point out that they were power-playing you, so you ignored them. If they continue it, you can just turn your character into a different situation, powerplaying should likely be the last resort.
Those people that did post will little detail will probably not like being ignored and will (hopefully) improve their posts.

Hmm, I have been thinking about the 'Ranks' suggestion and here is how I see it.
The Federation is the original colony, it is more organized, and more over-powering. They are DEFINATELY going to have ranks because power is important to them, and the higher your rank, the higher your power.
The Alliance are trying to break away from that. I see them as the rough-and-tumble, 'free spirit' types that don't want to be ruled by anyone, but will join together to free themselves from the Federation. They obviously need a leader of some sorts, if only for organization, but in my mind, rebels would not stand to be 'classed' A president, yes, a leader on an expedition, yes, but not much more specific than that. (hmm.. hard to explain..lets try again)
Because the rebels are 'free-spirits' they want their views to be just as important as anyone elses. Ranks would cause the assumption that they are less important that the higher officals.
The way I see it, these two forces are fighting each other, so obviously their ideas, and their principles must differ, in that case, their systems should differ too.
This is just the way I see the two sides, but my view may be different from everyone elses. (shrug)

Ok, so what about training? That would all depend on age and/or experience.
Raven is among the older characters, she has alot of experience in different fields, but, as anyone, she is not perfect at everything.
I play in Camelot Castle, one of my characters takes on students. I have noticed (not particularly my students, but watching other teachers as well) that the students tend to do everything right. This problem is similar to the powerplay discussion, in that the character has to make sacrfices. In this case, you would probably have to let your character become embarrassed and actually (gasp!) do a few things wrong.
