Before there were billions of people on this planet many small groups lived in widely separated places, and they may not have had communications with one another. But they had a need of some kind of governments and natural phenomena like lightning, growth of babies etc. were "explained" in terms of some kind of deity (different groups invented different deities). Some people were GOOD, and they were promised all sorts of rewards, while those that were BAD were threatened with some kind of punishment by different groups of people in different areas. Obviously many GOOD people may be good without rewards, but the percentage of GOOD people in a given group could very likely be increased by suitable reward/punishment systems and their supporting stories/literature.
