A buckle end of a belt is an extreme beating and would land you in jail in any civilized country. Beating a penis can be dangerous. A thin paddle, or a whippy switch applied to a naked boy should do the job. He isn't going to be the perfect little boy because he's only 8 yo; he's still learning what's expected of him. A cut off belt, a thin wooden paddle, or a short leather strap applied to naked buttocks and backs of thighs should do the job.
