Lagman welcomes Church's acceptance of RH debate challenge

MANILA, Philippines - Albay Rep. Edcel Lagman welcomed yesterday the acceptance by Church leaders of his challenge to a grand debate on the controversial Reproductive Health (RH) bill, but said the bishops should first accept certain principles such as the freedom of informed choice and the country’s population problem before any debates can start.
Lagman, the main proponent of the measure in the House of Representatives, said whether the bishops want “a sit down dialogue or a grand debate on the RH bill does not matter as long as they are willing and ready to engage face to face and collectively the principal authors of the bill.”
“The agenda should center on freedom of informed choice; the whole menu of family planning methods from the natural to the modern which are legal, medically safe and truly effective; recognition that the Philippines has a population problem; direct linkage among population, human development and poverty; and adequate funding for reproductive health and family planning services, among others,” he stressed.
The public debates could be held on the unresolved principal issues after a dialogue, Lagman added.
He clarified, however, that his initial proposal was to have non-confrontational dialogues with the “religious representatives of the Catholic hierarchy” on the core provisions and concepts of the RH bill.
“Since the bishops are the leading oppositors of the RH bill, we also propose that they should be the principals in either or both the dialogues and debates,” Lagman said.
However, it would be fine with RH Bill proponents if the bishops want to be represented by lay proxies, although the fact that the Catholic prelates are not married is a non-issue, he said.
“One does not have to be married in order to appreciate the import of reproductive health and its salient features, in the same manner that one does have to be a woman to espouse maternal concerns or has to die first to accept that death is inevitable,” Lagman said.

Impeachment trial delaying passage of RH bill

THE impeachment trial of Chief Justice Renato Corona at the Senate is slowing the passage of the reproductive-health bill in Congress.
Eden Divinagracia, executive director of the Philippine Nongovernment Organization Council on Population, Health and Welfare Inc. (PNGOC), said.
This, after some 40 members of the House of Representatives attended the hearing at the Senate to show their support for the prosecution team.
Divinagracia expressed concern by the absence of lawmakers from the House of Representatives, saying that they must attend sessions instead of watch the impeachment trial.
“We are concerned, kasi pag ganyan ng ganyan, walang quorum, siyempre ang debates naaabala, pati votation sa Congress,” she said, adding that the group hopes that the lawmakers would be able to vote on the controversial bill before the recess that starts on March 23.
“At the rate they are going, wherein most of the members are focused sa impeachment, it seems namimiligro [ang pagpasa ng RH bill]. Kaya kami sa NGO community are really worried on this,” Divinagracia said.
She then appealed to lawmakers to attend session so the long-pending bill can be deliberated immediately before their break.
“Please, as much as possible attend sessions para magkaroon quorum and the bill can be deliberated upon and hopefully voted on before March 23,” she pleaded with congressmen.
Divinagracia also added that there is really a need to pass the RH bill following the new report of the Department of Health that there were 50 maternal deaths in the country in January.
“Talagang kailangan. Alarming na dahil dami na namamatay na mothers. Kaya mag-focus tayo sa reduction ng maternal deaths and also to meet the MDG [Millennium Development Goal] 5 target,” she added.
