Addressing Challenges of Older Populations

Governments and leaders all over the world have been advised to set in place policies and programs, especially new approaches to healthcare, retirement, living arrangements, and intergenerational relations, to face the challenges of older populations.
The United Nations Population Fund (UNFPA), in cooperation with HelpAge International, reported that the number of older persons is growing faster than any other age group. HelpAge International is a global network for the rights of disadvantaged older people to economic and physical security, healthcare, and social services. UNFPA and HelpAge are calling for governments and companies to invest in older people, through legislation, plans and budgets. By 2050, it is estimated that 80 percent of the world’s older people will be living in developing countries, many of which currently have young populations. It is estimated that one in nine people worldwide are older than 60, accounting for some 810 million of the seven billion global population. The increase in number of older people will be most rapid in developing world, with Asia having the largest number of older persons, the report said.
A nation seeking to prosper should create a pathway to transform the number of people over 60 to become growth drivers and value creators, the report suggested, noting that “by revolutionizing our approach and investing in people as they age we can build stronger, wealthier societies.” The report coincided with the annual celebration of International Day of Older Persons on October 1.
The Philippine government is implementing “elder-friendly” measures, embodied in Republic Act (RA) 7432, the Senior Citizens Act of 1992, and RA 7876, the Expanded Senior Citizens Act of 2010, which provide more benefits to senior citizens such as discounts in transport fares, food, cinemas, and medicines. More than R1.2 billion has been earmarked for the social pension of 185,914 indigent senior citizens for 2012.
