The Integrated Population-Health-Environment (PHE) approach is a model for development that considers the interplay of population, health and environment. It is founded on the idea that population, health and environment are all interconnected, and therefore, efforts to address them must also be linked together to be effective. In the PHE approach, efforts to protect and preserve the environment are done in tandem with efforts to improve people’s health and quality of life.

The ramework shows population, health and environment affecting each other. The increasing number of people make biger demands for food and resource, exerting pressure on the environment. They also produce more wastes that can contaminate land, water and air. People can also encroach upon natural habitats, stripping them of resources and making them less productive and sustainable.

The framework also show other factors that alter the way people affect and are affected by the environment. These are: technology, policies nad programs, institutions, culture and tradition, and religion and values.

The integrated Popualtion-Health-Environment approach ahs been tried, successfully implemented, and found very effective at improving the people’s lives and the state of the environment at the community level. The experience of these PHE projects offers lessons and best practices that other communities may adopt or learn from.

Lessons Learned

Educate and inform villagers and stakeholders
Use local knowledge and tradition that are helpful to the project
Address the people’s needs simultaneously
Integrate health, population, family planning, gender, food security, and livelihood issues with environmental management
Collaborate with local government, non-govenrment, and local private gropos
Involve national government agencies and international organization that can provide or facilitate access to resources
Engage community people, including men, women and youth
Encourage collective decision-making in all phases of the project
Build the capacity of local program workers for integration




Part 5- Challenges

During integration, effots to address population, health and environment should converge on nurturing healthy people in a livable environment. Finding this convergence entails responding to many challenges:

Challenges to PHE Integration

Achieving economic development in terms of quality of human resources, productivity, investments, savings and consumption in the face of the fast increasing population
Instilling a culture of integration at different levels of government and development sectors;
Creating a common ground and common framework where all three sectors can work togheter;
Enhancing existing policies and strengthening their implementation
Invovling and partnering with more stakeholders
Enhancing existing policies and strengthening their implementation
Involving and partnering with more stakeholders
Enhancing local capacities for integration
Building a scientific knowledge base on the connections among Population, Health and Environment
Promoting behaviors and lifestyles that promote integration
