House leader sees ‘death’ of RH measure

The endless debates on the Responsible Parenthood and Reproductive Health Bill indicate that the measure is facing imminent death, according to House Majority Leader Neptali Gonzales 2nd.

The lawmaker from Mandaluyong City is set to convince Speaker Feliciano Belmonte Jr. to call for a caucus so that the House can schedule the voting on the termination of plenary debates that have been going on for two years.

The RH measure mandates the state to promote all effective natural and modern methods of family planning that are medically safe and legal, including pills, intrauterine devices (IUDs) and condoms—a strategy that the influential Catholic hierarchy staunchly opposes.

“Nothing has changed in the ranks of those who are opposing it and those espousing for its approval in the House. By August, a vote on whether we continue with the period of interpellation could be taken. At the end of the day, we owe it to the people that we reach the point that we get to vote on whether we should continue with the debates or not,” Gonzales said during the weekly Ugnayan sa Batasan news forum.

“If there is no quorum, that’s an indication that there’s no support for this [RH bill]. If the vote for the continuing of the debate wins, then we continue with the debates. That would be an indication that it is really over for RH, that it is hopeless,” he added.

Gonzales said the termination of interpellations cannot be considered a progress since it would mean proceeding with the period of amendments, a process that would be more difficult than the endless debates.

“Realistically, chances are getting slimmer. Let us not fool each other here and give people false hopes. If there’s no support, then we set it aside and we might as well devote our time to other bills of equal importance,” he said.
