'Slim chance for RH bill's passage'

MANILA, Philippines - With just a year left in the 15th Congress and lawmakers preoccupied with the national budget and next year’s elections, the chances of the Reproductive Health (RH) bill being passed are now slim, Majority Leader Neptali Gonzales II said yesterday.
Gonzales of Mandaluyong City said the chances of the RH bill being approved in the House were becoming “smaller and more difficult.”
The controversial House Bill 4244 remains stuck in debates on the floor as its numerous opponents in the chamber have been putting up a spirited fight.
Gonzales said he would suggest to Speaker Feliciano Belmonte Jr. to call for a caucus of all members of the House of Representatives to set a deadline to end the debates so the RH bill can be finally voted upon.
The caucus could also discuss the legislative agenda for the third and final session of the 15th Congress.
“If we terminate the debates, then we finish one hurdle. But then we go to the (period of) amendments, which is the harder hurdle than the debates,” Gonzales said.
“But still, we owe it to the people that we vote on it. It’s not fair to start debating on this and not finish what we started,” he said.
Gonzales said it was possible that the termination of debates would be at the “lull period” in the last week of this month.
Congress will convene anew on July 23 for the State of the Nation Address (SONA) of President Aquino.
By August, both the Senate and the House would be busy deliberating the proposed P2-trillion national budget for 2013.
While the last session is supposed to be until July 2013 based on the legislative calendar, Gonzales said the sessions would actually be only until the end of the year because of the long break for the campaign period for the May 2013 midterm polls.
