The 1,100-page report found 181 breaches of the rules and will be released to a Senate committee, but not for up to six weeks because it is still considering whether to take the matter to the Federal Court. The Australian Council of Trade Unions (ACTU) executive on Thursday suspended the HSU from its ranks even though it had not seen the report. Opposition Leader Tony Abbott has called on state police forces to seek warrants for the information gathered by Fair Work Australia if it will not hand over the report. His workplace relations spokesman Eric Abetz says the delay is unacceptable. "Here we have a situation from Fair Work Australia where they are now going to further delay the release of the report by up to another four to six weeks," Senator Abetz said. "It is another example of the sort of obfuscation we are experiencing." Fair Work this week announced it had found 181 breaches of the rules in a three-year probe into the HSU. ACTU bosses said the peak union body was compelled to send a message of zero tolerance for corruption, and delegates on Thursday voted 1797 to 103 to suspend the HSU's affiliation. ACTU national secretary Jeff Lawrence maintained the vote was not a publicity stunt. "This is a clear statement by the ACTU executive overwhelmingly endorsing the proposal of the officers that there is zero tolerance for corruption, that we have high standards in the administration of unions. "(There is) no suggestion of guilt with respect to any individual associated, and we recognise the work that's happened particularly in the HSU national office to address those issues. "But it is important to make a clear statement and the ACTU has therefore suspended the HSU as an affiliated union. Follow the lead Mr Abbott says Julia Gillard should follow the ACTU's lead and effectively suspend Craig Thomson from her government. Mr Thomson is the former head of the HSU, and allegations he misused a credit card during his time in the union sparked the Fair Work investigation. The Opposition Leader says Ms Gillard should no longer rely on Mr Thomson's vote in Parliament. "If the ACTU is no longer prepared to rely upon the Health Services Union affiliation fees, the Prime Minister should no longer rely on the vote of the Health Services Union member in the Parliament," he said. Mr Abbott also maintained his attack on Fair Work and the fact that the information it has provided to the Commonwealth DPP cannot be used to launch a prosecution. He says the industrial body should resubmit the evidence it has gathered in a usable form. "If Fair Work Australia is unwilling or incapable of doing this, the state police would be justified in seeking the evidence that Fair Work Australia clearly has and in using the evidence that Fair Work Australia clearly has to prepare their own briefs of evidence," he said. "That can then go to the state directors of public prosecution so that charges against the guilty parties can be laid." Ms Gillard is doing everything to distance herself and the Government from the whole affair. "These are both independent agencies. They work independently of government - that's the right thing for them to be independent. So any questions and comments about the way in which they work are really matters for them," she said. She says there is nothing to suggest that the industrial umpire's handling of the investigation shows the Fair Work Act is deficient. "The system's working to do what we wanted it to, which is to get rid of that dreadful unfairness of WorkChoices," she said. "There is a review of the Fair Work system underway, we always said there would be a review at this point, so if people have got ideas about improving the system, that's how they can put them forward." 'Jumping the gun' The HSU's Acting National President, Chris Brown, has told ABC's 7.30 program the ACTU jumped the gun by suspending his union. "Look, I think what the ACTU is attempting to do is send a very strong message to the Australian community generally and to union members right across the country that the union movement doesn't tolerate corruption," he said. "And that's a message that I think is a very important message and one that I wholly endorse, but I think the way they've gone about delivering that message by suspending the HSU from the ACTU is the wrong way to go about it." Mr Brown says since the allegations were first raised the union has worked hard to overhaul its processes. "The point that was made today to the ACTU executive was that since we uncovered the corruption in the HSU in March 2008, we've done a significant amount to get our house in order," he said. "We've got some of the best financial governance arrangements and policies in place. The problem is we still have one branch of the union where these accusations are ongoing and I suspect that's a large part of why the executive today decided still to suspend us." He said he is hopeful the suspension will be rescinded once the Fair Work acts on its investigation. "Look, we've been extremely frustrated with the amount of time that the investigation has taken. I'm not a - one of those to subscribe to the fact that there's been interference in that process at all. I don't know why it's taken so long.
