The Crown Vics use a "multi-function" switch, it controls the turn signals, four way flashers, windshield wipers and washers, high beam switch and flash to pass functions. It's common for these switches to get dirty contacts when left unused for a long time (like a car waiting to be sold at auction after retirement) and the contacts seem to be suspectible to cigarette smoke gumming up the works (nobody ever smokes in a cop car right?). Trick I have used is to move the turn signal lever up and down repeatedly which seems to clean up the contacts, this is of course assuming that you have checked the simple things like fuses and the flasher which plugs into the fuse box.

What's the history of the car, did you buy it direct from the police auction?
