If you are looking for an opinion you might get 2 million of them, or for the Feds to come up with a standard that every body likes, don't hold your breath. In the 70's the LEAA offered money to departments that went with Federal suggested colors of cars and lights. Well I might not be from the South, but while stationed in Mississippi, you better not talk about anything comming down from Washington. Yes there were some departments, even my home town in Westchester County, New York that went to blue/white cars, because of the money,(free cars to them) but NY State Law prohibits BLUE lights on Emergency vehicles. Also no combination of blue/red is permitted either. The only exeption is those cities that have HOME RULE,in NY State thats any town, city, county with 1 million population or over, such as Yonkers PD New York. Another exception that has not been tested in the courts is any town,etc that doesn't have a volunteer fire department.
On another note, in New Jersey, I don't know if it has changed, but in the mid to late 70's, while working as Radio Repair at Hackensack, N.J. Police department, a very interesting incident happened, it wasn't reported in the press, because it was too embarassing for the town, and was squashed. In New Jersey the have a State Agency call Motor Vehicle Inspectors, they have full police power and have reputed to have more power than even the State Police.
While transfering radios from old to new cars, a Motor Vehicle Inspector came in an told the Fleet Manager that if they did not remove the blue lights from the new marked cars, they would return, impound the cars and tow all of them away. As it turned out I was there the next day when the Motor Vehicle Inspectors returned with six tow trucks and towed the cars away. I was told to leave and would be notified when to come back and finish the installs
