Because police cars in New York have been using blue lights for over 10 years. Here is a 1991 Chevy wagon from Yonkers:

New Jersey has also authorized blue lights since the late 1970s. I don't know where your list came from, but it's way off.
My point is, in every state you will see both red and blue lights on some emergency vehicles. That doesn't mean that each color is together on the same lightbar. What I'm saying is that whether the lights are all red, red and white, all blue, blue and white or a combo of the three, they are already recognized around the country by everyone and people are educated enough to know they should yield. We're not just referring to police cars.

In a state like Tennessee where you say only blue is permitted, does that mean that they don't even have red lights on firetrucks and ambulances? I'd bet they do. And if you're driving east in Putnam County on I-40 and you see red lights coming up behind you, are you going to pull over or say, "According to my list only blue lights are allowed here in Tennessee. I'm not yielding."

There is no need for standardization. We all know to pull over. Maybe you don't.
