My opinion when a person trespasses & gives vague answers when questioned, then he hurts the hobby (for photo folks). He does so by making agencies less willing to allow legit people access. We're not talking about a car parked on a public street. Taking pictures is not a crime, agency markings are not a big secret as soon as the first one hits the public streets and agencies should not get paranoid if someone want to take a picture. The actions of this guy in PA do contribute however to adding a level of distrust as to the motives behind the photo taking and makes an agency less receptive to such requests.
As for the hobby of collecting cars, I agree with you as to who the trouble makers for the hobby are. I also agree with you that if someone wants to impersonate an officer for whatever reason, they'll have little trouble doing so.
