According to Ford Motor Company, they are only at this time installing the shield kits on PI Crown Vics. You have to go to the dealer with VIN number in hand and they in turn order the kit that pertains to the specific MY (model year) recall. 92-97 have a specific recall kit, 98-02 have a specific kit and the 03 have their own kit. I suppose that you could "retro-fit" one of the kits onto your Crown Vic, but then again you have to have a VIN number that is valid in Fords' eyes stating that it is an in service police car.
Used, decommisioned Crown Vics are not eligible for the recall.
