Not only did I give my judges a brief manual talking about what I expected them to look for, but also a friendly seminar on the differences with age groups, the system's values, the goals we hope our queens would reach, and little things like how not to pre-judge, give everyone a fair shake, and so on. If they are too young, they don't "get" older ladies. You have to explain why they should score certain things highly, others low. If they don't know pageantry, they may not understand the glitz or the style of modling. They may not understand the high fashion photography or the strength of platform. They may not realize this becomes someone's job for a year, and is not always about a cute face. They need training to understand all the aspects of pageantry - or have the ability to grasp what the whole system is about. The wrong judge could ruin a contestant who really had it all and might have won, but the judge was basing his scores on ill conceived ideas. It's very difficult to find a fair, unbiased, open minded judge who chooses the best person for the system.
