I don't know that it's "unfair" since it's ample warning. Unfair would have been the 2002 pageant season (either 2002 or 2003) when they pushed the birth month out. It used to be the cutoff was September and they moved it to December. So the age restriction read "you must be 24 years old as of September 30th of the year of Miss A finals" and was changed to "you must be 24 years old as of December 31st of the Miss A finals" MID SEASON. So girls who were turning 25 in October, November, and December were suddenly ineligible. This affected one of my friends who had won a local title, then had to give it up because they changed the age restriction and she hadn't yet signed the state contract and state wouldn't allow her to sign. Now THAT wasn't fair. She almost sued, but her lawyer said it was the local that was in breach since she hadn't signed state yet and she didn't want to sue the local -- Guru Message Board
