Fierce "Battle of Bessang Pass" remembered in Ilocos Sur

Tagudin, Ilocos Sur (17 June) -- National and local officials led the hundreds of surviving veterans and their relatives in the commemoration of the 63rd anniverasary of the "Battle of Bessang Pass" in the road junction in Barangay Bitalag here last Saturday.

House Deputy Speaker Eric D. Singson, Veterans Administrator Ernesto Carolina, Retired General Arnulfo Banez – National Commander of the United States Army Forces in the Philippines, Northern Luzon (USAFIP –NL) and Tagudin Mayor Jun Versoza were jointly administered the unveiling of the Bitalag Junction Marker to honor the valor and heroics of thousands of Ilocano-Filipino soldiers, who staked their lives to liberate the Bessang Pass during World War II.

Deputy Speaker Singson told that the place was very significant and historical considering that the Bitalag road junction was then served as the vital Japanese outpost that was then assaulted by the elements of the 121st USAFIP-NL on January 8, 1945 and was captured four days later.

He said that the siege of the Bitalag was the initial action in the "Battle of Bessang Pass farther to the east whose capture on June 14, 1945 hastening the surrender of the Japanese Imperial Army in the Philippines during the World War II.

"The liberation of "Bessang Pass" is a symbol of Phillippine Independence during the World War II because this is the only place, a very significant and historical place in the country where our Ilocano – Filipino soldiers earned a victory during the war," Vicky Antiporda said.

Antiporda is the current vetaran's affair's officer assigned in Ilocos Sur.

The Bitalag road junction is the gateway in going to the Bessang Pass for about 2 hours ride uphill. Bessang Pass is located along the Highway 4 in Barangay Malaya Cervantes, Ilocos Sur.

At the Bessang Pass, a monument stands on this strategic landmark 5,250 feet above sea level traversed by Highway 4, west of Cervantes, which served as the backdoor to General Yamashita's last ditch defense during the last stage of World War II. The Battle of Bessang Pass was won by the USAFIP, NL on June 14, 1945.

Ilocos Sur Governor Deogracias Victor "DV" Savellano, who earlier led the local officials and policemen in the floral offering at the foot of the historical monument of the "Battle of Bessang Pass" in Barangay Malaya, Cervantes to commemorate its 63rd anniversary, cited the country's history stated the "Battle of Bessang Pass" began with the assault on the Japanese line at Bitalag, Tagudin, Ilocos Sur, by the USAFIP –NL on January 8, 1945, followed by the seizure of the enemy stronghold along highway 4 and the defeat of the Japanese defenders of the Pass on June 14, 1945.

The 5-month battle spearheaded by the 121st USAFIP – NL was conceded by the American military authorities as one of the most terrible and incredibly difficult battle of the entire war, hastened the surrender of the Japanese Imperial Army under General Tomoyuki Yamashita.

About 3,400 men were killed and wounded during that series of fierce gunbattles in which the Filipino soldiers from 10 units with the supports of 8 American soldier's units were fought gallantly for freedom and peace.

"The commemoration of the "Battle of Bessang Pass" remind us the value of patriotism, freedom for peace and development in which this will serve as inspiration in combating different problems that hurl the country today," Savellano said.

In the Tagudin town's historical profile, it stated that the decisive Battle of Bessang Pass actually started in Barangay Bitalag, Tagudin, Ilocos Sur where a Japanese garrison was located. When the unified Filipino-American Forces named as USAFIP-NL captured Bitalag and later the heavily manned Bessang Pass, the man who planted the Philippine Flag at the peak of the mountain was from the same town in the person of the then Captain Emilio Narcise. Now a retired general, he was the company commander of H Company, the force's front line company and, thus, the first to reach the famous pass.

The capture of Bessang Pass was remarkable for it was the start of the downfall of the Japanese Imperial Forces. During the celebration of the 50th Anniversary of the Battle of Bessang Pass on June 14, 1996, Retired Brig. Gen. Emilio Narcise was the only straight-bodied veteran to receive a Gold Cross Medal from the then President Fidel Ramos.

Another remarkable accomplishment during the liberation was done by a Tagudinian in the person of Faustino Somera Sr., a boloman of the USAFIP-NL. He was responsible for the death of General Hara of the Japanese Imperial Army. Their troop headed by 3rd Lt. Jesus Martinez, a fellow Tagudinian, successfully staged an ambush along Almazan Road. The vigorous boloman chased the escaping general and ended the latter's life with a single stroke of his bolo. The commander, Jesus Martinez, is presently the President of the Tagudin Veterans Association. (PIA)

  - Brig. Gen. Emilio M. Narcise was not only a courageous soldier who defended our country from the brutality of our Japanese enemies. He was also a pious man because he used to go to Church everyday wherever he went.
    
    As Regional Commander of Region VII based in Cebu City, he would always attend the 5:00 or 5:30 AM mass at the Basilica del Sto. Nino everyday before going to work. He once told me that the Sto. Nino had been very good to him. His unwavering faith in God was so conspicuous and admirable that wherever he went he would always look for a Catholic Church where he could attend mass and pray.

- I don't understand it. We are all Tagudinians regardless of what barangay we are from. I am one of those "taga ili". But please don't make any assumptions because of it. Half of me is from Bimmanga. I have first cousins not only from Bimmanga but also Farola. Some of my closest friends are my high school classmates from Dardarat. I am a true believer and follower of the "Golden Rule". Wherever I go, be it in Dardarat, Libtong, or any other Tagudin barangay, and in any place in the world for that matter. - True. We are all Tagudiniians and almost related to each other. I didn't mean to generralized people in town as bullys. Most of the town people come to Dardarat with total respect of the peoples' honor and dignity. My statement implied that there are few from town that try to bully people in the barrios so instead of getting served with good hospitality, they end up being hated for their unwelcomed actions.These bully actions by a few, of course , do not represent the good deeds by the majority of the town people but put a bad image to the innocent people too. Theresa Aragon of Barangay, Jardin, Tagudin - RIP -- lv, Wed, Jul 02 2014 [3]

Nang Theresa died peacefully at her home in Tagudin this week. She was the wife of the late Tang Iniong Aragon who served as a policeman for our town for a long time. She is survived by her 4 children and her grand kids. She was in her mid to late eighties.

We are very sad to inform you about the passing of our beloved
REV. FR. PAUL LABARETTE MANZANO.

Rev. Father Paul Manzano was born and grew up in Tagudin, Ilocos Sur. He entered the seminary
in the Philippines and continued his studies for priesthood in Rome where he was ordained in
St. Peter's Basilica on December 18, 1960. After which, he returned to the Philippines and
celebrated his first mass in Tagudin, Ilocos Sur on December 8, 1961. Then he was assigned
in the Diocese of Cagayan for 7 years. He migrated to the United States in 1972 and served in the
parishes of Artesia and Norwalk in Southern California. While he was in the area, he founded
the TAGUDINIAN ASSOCIATION OF SOUTHERN CALIFORNIA (TASC). Seeing a number of
Tagudinians gathered together in the occasion of two house blessings of fellow Tagudinians
(1974-1975), Fr. Manzano called a meeting in 1975 which marked the beginning of the birth of a
family-oriented organization, the TASC.

Then in 1981, he was assigned in the Diocese of Sacramento in Northern California. While
he was in the Diocese, he became a Chaplain in the California Army National Guard and attained
the rank of Army Major in Camp Roberts, CA. He celebrated his Silver Jubilee as a priest in
1985 and his Golden Jubilee in 2010.

In his retirement, he continues to be active in serving man and the Lord and lived life to the
fullest. He celebrates the Holy Mass where he would be invited, talked to those who needed
his spiritual advice. He was friendly, fatherly or brotherly to everybody. His goodness and
kindness will remain etched in the hearts of those whose lives he had touched.

We are blessed to have shared Father Manzano's friendship and guidance over the past
39 years here in Southern California Thank you for your loving service, dedication and vision.

Farewell Reverend Father Paul L. Manzano. We will always remember you, Father.

Ilocanos seek declaration of "Battle of Bessang Pass" as national holiday

CERVANTES, Ilocos Sur, June 26 (PIA) – Residents marked the anniversary of the Battle of Bessang Pass on June 14, a local holiday, with a call to declare the historic event a national holiday.

The event was a celebration of the bravery and strong determination of the Filipinos, particularly Ilocano bolomen who fought for the liberation of Bessang Pass, the last stronghold of the Japanese Imperial Army under General Tomoyuki Yamashita, a known “Tiger of Malaya” and conqueror of Singapore during World War II.

“If we didn’t have our brave ancestors during World War II; we will not be here today and we won’t have the Independence we are enjoying now,”

Cervantes Mayor Benjamin Maggay said Filipinos would not enjoy the freedom they have today without the heroism of their forebears.

June 14 was declared as a special non-working holiday in Cervantes town under Presidential Proclamation 777 issued by President Benigno Aquino.

“If we are celebrating the “Fall of Bataan and Death March” every April 9, it is also fitting to celebrate nationally the victory in WWII, which happened here in Bessang Pass,” Maggay said.

“The national observance of the “Victory of Bessang Pass” poses the spirit of nationalism, volunteerism, camaraderie and friendship,” he added.

Maggay was joined by retired Major General Raul Z. Caballes, the acting chief of the Veteran’s Memorial and Historical Division of the Philippine Veterans Affairs Office (PVAO), in the wreathlaying ceremony at the shrine of the “Battle of Bessang Pass” last Saturday.

The other highlights of the local celebration include the planting of at least 1,000 pine tree seedlings around the shrine and the distribution of 300 copies of book entitled: “The Victory of the Battle of Bessang Pass” to the local academe.

Maggay said this victory on June 14, 1945 was a realization that the Japanese Imperial Army was no longer capable of fighting the war.

Meanwhile, General Caballes cited the “victory of the battle of Bessang Pass” as memorable and significant because it signals the defeat of the Japanese soldiers in the World War II.

It was the unit of Col. Russel Volckman, commander of the United States Armed Forces in the Philippines (USIFP-NL), mostly composed of Filipino guerrillas and a group of Americans, that bore the brunt of the battle at Bessang Pass, tagged as one of the bloodiest in the Pacific War.

Pedring "Pilling" Cuaresma of Barangay Quirino, RIP -- lv, Mon, Jun 09 2014 [9]

He was a driver by profession. A lot of you especially the folks from the "poblacion" particularly barangays Jardin, Quirino, and Magsaysay probably hired him in the past. His last job was a funeral driver for the funeral services owned by the Lorente Family of Barangay Magsaysay. He had that job for many years which made him well known among Tagudinians. He is survived by his wife (Manang Dolor) and his son (Reynante) and his grand kids.

Let us pray for the repose of the soul of Manong Pedring Cuaresma.

  - A lot of people also know Manong Pedring by the name Pilling Daing or Daing. People have been using that name when referring to him for so long that it became his other name. That name got started when he was a kid from what I heard from people. They said that when people asked him what he had for dinner, he often said "Daing" and since it rhymes with his name, it just naturally became the preferred name for people when referring to him. Feature: Be lured by the Philippine’s first sundials in Tagudin

Tagudin, Ilocos Sur, May 29 (PIA) – Anyone can have a quick visit to this history-filled town and have selfie photos near the two oldest sundials in the Philippines.

In Tagudin, visitors can also enjoy its church and belfry, the view deck overlooking the wide Amburayan river and bridge, the more than 100 year old-old light house, Farola beach and the 200-meter Ambalayat hanging bridge.

The two sundials, which date back to the Spanish period, are found in front of the municipal hall and inside the Saint Augustine School beside the Tagudin Church.

Near the sundials are the Tagudin Church and belfry. The church is of Baroque architecture completed by Fr. Juan Sorolla in 1832. Like many Ilocos belltowers, the Tagudin belfry was erected away from the church to prevent it from slamming the church during earthquakes.

Next stop from here is the Farola lighthouse in Barangay Farola which can be reached by tricycle. This lighthouse was built by a group of missionaries from Belgium who landed on June 21, 1910 to symbolize their landing in the country.

These are the missionaries who founded St Louis University in Baguio City, St Louis College of San Fernando City and St Augustine School of Tagudin.

The small Parol or lighthouse, which draws power from solar panels, had since guided fishing vessels.

The Farola beach offers a quiet get-away. It has dark sand and pebbles.

The 200-meter Ambalayat hanging bridge is for thrill seekers. This foot bridge is also used by cyclists.

From Manila, visitors can first go to the view deck right after the bridge connecting Ilocos Sur and La Union. The view deck is in Barangay Bio where one can enjoy the Amburayan river that comes from Benguet. Fishing and picnicking can be done by the river bank.

Tagudin was the site of the military general headquarters of the Philippine Commonwealth Army 1st and 12th Infantry Division and the United States Armed Forces in the Philippines-Northern Luzon 121st Infantry Regiments during World War II (1942-1945), and after the war (1945-1946)

- We need to improve the plaza or the place where these sundials are located if we want to lure tourists to come and see the sundials. With the new municipal hall being constructed where the old market used to be, perhaps we could also do some improvements to the plaza since it is only a few steps to the new municipal hall. Our plaza is very small but I believe we can make it look a lot bigger. Hiring a good architect with some experience/exposure abroad or at least an architect who has seen the way plazas are designed abroad could be a good thing. I think we have so many unnecessary concrete and non concrete structures at our plaza (i.e. fences, flower boxes, statues, etc.). It looks a little tacky for a lot of people. Maybe we could change the landscaping totally. A plaza with an open lawn with more trees and with simple decorative accessories properly place at the right places would be a welcome change. Cedric Lee cannot pass tax troubles on to accountant – BIR

Businessman Cedric Lee cannot escape criminal liability by simply blaming his accountant for his company's tax liability of P194.47 million, according to the Bureau of Internal Revenue (BIR).

In a joint reply affidavit, the BIR reiterated that there is probable cause to charge Lee, who is chief executive officer and president of Izumo Corp, his wife Judy Gutierrez Lee, chief finance officer, and John King, chief operating officer, for tax evasion and for deliberate failure to supply correct and accurate information on the company's annual income tax returns from 2006 to 2009.

Lee, who is also facing grave coercion and serious illegal detention charges in connection with the January 22 mauling of TV host-actor Vhong Navarro, had earlier said he has no “personal knowledge” on the actual revenues collected per billings made by Susan Nace, the company's chief accountant.

He also denied having "personal knowledge" on the release of disbursement vouchers and official receipts, as well as the receipt of BIR forms from the local governments of San Juan, Pasay, Butuan, Tagudin, Ilocos Sur and Davao del Sur.

But in its joint reply affidavit, the BIR said Cedric Lee "cannot avoid liability by simply throwing her [sic] accountant under the bus and denying participation in the preparation of his tax returns."

"If Cedric Lee is not well versed in the intricacies of accounting and taxation, logic dictates that income actually received by taxpayer should be reported in his returns," said the BIR.

Meanwhile, the BIR said Judy Gutierrez Lee and King should be "estopped" or should not be allowed to deny liability as corporate officers of Izumo for violations of the National Internal Revenue Code.

"No less than the general information sheet of Izumo clearly and plainly shows that John King and Judy Gutierrez Lee are Izumo's COO and CFO, respectively. As such, this serves as constructive notice to third parties who they will be dealing with that they are corporate officers of Izumo," the BIR said.

The BIR added that no evidence has been presented so far to show that King and Judy had declined their elections or appointment to their positions.

The BIR said if King and Judy did not consent to their election or appointment, they should have "taken steps to rectify the mistake in their election/appointment as corporate officers of Izumo."

If you want to have a picnic in Tagudin, you can have a lot of options where to go. You can go to the beach, the rivers or the many farms or "bangkags" as we call them. We (my friends and occasionally family members and I) sometimes go and spend a day at those places especially in the summer months. Those are good places to go to if you want fresh air or a relief from the heat or to just go and have fun. Just choose a place where there are a lot of trees, a nipa hut or some kind of shades though for it can get really hot in those places especially by the beach or by the river during the warm summer months. Don’t forget to bring a suntan lotion with with UV light protection. These pictures were taken in Barangay Ambalayat at the Chico River part of Ambalayat which is called Baac because it is near the mountain called Bantay Baac. It is in the very eastern part of Ambalayat. You have to walk to go down there from the residential area but it is worth the walk. There are are two rivers that pass through Ambalayat, the Chico River and the Amburayan River. Both Rivers merge somewhere down in Barangay Pula then the two rivers become one big river in Barangay Bio. Amburayan is the bigger river and this is the one that has the hanging bridge at the entrance of Ambalalayat. Amburayan River often refer by the folks of Ambalayat as "Karayen Dakkel" and Chiro River as "Karayan Bassit". I was invited by some of my friends here. It was nice having "binurakan" with them. For those who don’t know, "binurakan" are the fish caught by a kind or technique of fishing called "burak". I am not sure why it feels so good to eat by the river or by the beach. I always have a good appetite at these places even if the food is just simply rice, fish and some veges with "boggoong" or “patis” (fish sauce). Of course, the "padarondon" usually gin or "basi" always makes it more fun especially when you are with a group of people.

Whistle-blower Benhur Luy revealed the names of 25 past and present senators on her digital files detailing the transactions made by Janet Lim-Napoles made from 2002 to 2012. The list was handed over by Benhur Luy’s parents to Philippine Daily Inquirer.

The 25 list of past and present Senators are involved in the controversial Priority Development Assistance Fund (PDAF) allocations to ghost projects and kickbacks.

According to Benhur Luy the entries were made upon the instruction of Janet Lim Napoles to Benhur Luy, Napoles’ finance office during that time. The files and list of 25 senators were copied by Inquirer from a hard disk drive (HDD) that Benhur Luy’s parents during a visit to its newsroom last year to ask for help in exposing the alleged plunder of state funds by Napoles and her clients.

Based upon the files presented by Benhur Luy, the funds were from projects for members of the COA, the minority bloc in the House of Representatives of 2003, the DOTC, savings from Department of Agriculture, DAR, allocation for the Senate President Pro Tempore, majority floor leader, and for budget insertions.

- This is a very sad news for me and my siblings. Manang Mildred was our friend since our childhoods. We used to hang out at their house in "laud" Jardin when we were little kids. We remember her for her beautiful and always smiling face. She was so happy and full of life but it is unfortunate that her life ended too early. We will miss you a lot friend. May you rest in peace. The new mall in Tagudin -- , Tue, Apr 29 2014 [6]

Tagudin finally has a mall. It it own by JTC Malls. The grocery portion of the mall is now operational but the rest of the mall is not open yet. I believe the stores will be opening soon. I thought the grocery part looks very spacious and the shelves are full. Another good thing is there's ample parking for its customers. Tagudinians will now have more options where they can buy their groceries. At least with this mall, people don't need to go to Candon or San Fernando anymore.

2015 budget still has P25-B pork barrel

MANILA, Philippines - The Supreme Court may have struck down the Priority Development Assistance Fund (PDAF) as unconstitutional, but senators and congressmen are keeping their P25-billion pork barrel in the 2015 national budget.

Leaders of the Senate and the House of Representatives have asked their respective members to submit a list of infrastructure projects and medical, educational and financial assistance beneficiaries that would be included in next year’s budget.

Senators would continue to enjoy an annual fund of P200 million each, while House members would keep their P70-million yearly fund. Thus, the 24 senators would have a combined pork barrel of P4.8 billion, while the 289-member House would have P20.23 billion, for a total of P25.03 billion.

Lawmakers have also been advised to confine their fund allocations to six implementing agencies, to which they had realigned at least P21 billion in PDAF in this year’s budget.

PDAF used to be the official name of the congressional pork barrel. It was a P25-billion lump sum in the annual budget.

Senators and congressmen realigned their PDAF when they approved the 2014 outlay in December, a month after the Supreme Court (SC) struck down the PDAF as unconstitutional and prohibited lawmakers from having any role in implementing the national budget after they have approved it, except to exercise their oversight power.

However, the SC ruling does not bar them from including their projects in the budget while they are considering them. This is obviously what they are now trying to do by coming up with a project listing that would be sent to the implementing agencies to be included in their budget proposals.

Several congressmen interviewed by The STAR said they have no problem with listing their infrastructure projects and beneficiaries of educational assistance or scholarships.

In the case of financial aid like burial assistance, they said the funds could be entrusted to the Department of Social Welfare and Development (DSWD).

They said their problem is with medical aid, since they could not anticipate who among their constituents would get sick.

Besides, they added that Health Secretary Enrique Ona had told them that he did not want to have anything to do anymore with pork barrel funds.

In a recent meeting, House members discussed ways of using their medical assistance funds.

One suggestion was to adopt the practice started by Rep. Alfredo Benitez of Negros Occidental’s third district of using the funds to enroll indigent constituents in PhilHealth.

Benitez is said to have already extended PhilHealth insurance coverage to 70,000 indigent families in his district.

Congressmen reasoned out that funding PhilHealth insurance is consistent with the Aquino administration’s goal of attaining universal health insurance coverage for indigents as well as with the SC decision on PDAF.

Other House members called for sanctioning Ona if he continues to refuse accepting funds intended for government hospitals in Metro Manila and the provinces, where lawmakers could send their sick constituents.

The problem with this arrangement is that referring constituents could be interpreted as post-budget enactment intervention, which the SC ruling on PDAF prohibits, and that Ona and the hospitals might just ignore referrals.

This year, the biggest recipient of PDAF realignment was the Department of Public Works and Highways (DPWH), which received an additional P7.26 billion for the infrastructure projects of senators and congressmen.

Such projects are listed in detail in the DPWH budget. Among the senators who realigned their funds to the agency were Ramon Revilla Jr. and Lito Lapid.

Sen. Jinggoy Estrada gave P100 million of his P200-million PDAF to Manila as financial assistance and split the remaining P100 million between Caloocan City and Lal-lo town in Cagayan. His father, former President Joseph Estrada, is mayor of Manila.

Sen. Nancy Binay realigned P300 million to the National Housing Authority, which is under the supervision of her father, Vice President Jejomar Binay.

The second biggest realignment of P4.12 billion went to the Commission on Higher Education (CHED). The money is for “scholarship assistance to students.”

The DSWD received P4.1 billion for “burial, transportation, medical, and food assistance,” while the Department of Health (DOH) was allocated P3.25 billion for “hospitalization and medical assistance.”

The Technical Education and Skills Development Authority was given P1.03 billion for “training for employment,” while the Department of Labor and Employment received P1.02 billion for “special program for the training of students.”

Some P1 billion representing the combined PDAF allocations of five senators was realigned to augment the calamity fund.

The Canosa Clan Reunion 2014 -- lv, Wed, Apr 09 2014 [4]

I don’t have a social networking account so I’d thought this community blog/message board will be a good place to share these photos to my Canosa relatives and of course to everyone who cares to see the photos. Perhaps some Tagudinians especially my relatives from Tagudin can recognize some of the folks that are in the photos. The reunion was held at a vacant beach lot in Sulvec, Narvacan last March 15, 2014. I would like to thank the Canosa Clan of Sulvec for inviting me. I am proud and honored to be part of the Canosa Clan. I am very appreciative and pleased with what I saw from the reunion. There was a strong sense of unity, enthusiasm, and cooperation from everyone in the clan. I was also impressed with the number of attendees. It was a successful first reunion of the Canosas in the Philippines considering it only took the clan just a few days to put the reunion together. Prior reunions were held in the states. I had a wonderful time. It was great to see and get to know some of my relatives and to be able to experience once again the hospitality that the folks of Sulvec, Narvacan are known for. They make sure that their visitors are well taken care of and of course I saw that trait in the reunion through the food that was prepared by everyone. They make sure that their visitors are well fed. The “balballolang” seaweed and the other seafoods that Sulvec are known for and the “basi” were wonderful. Thank you everyone. Everyone enjoyed the event so much that the clan agreed to have a reunion every two years in the Philippines. Agbiag dagiti taga Sulvec. More power to the Canosa Clan.

Esther Sarmiento of Barangay Quirino, Tagudin, RIP -- , Wed, May 07 2014 [5]

Esther Sarmiento passed away peacefully on May 7, 2014 in Tagudin, Ilocos Sur. She was the wife of the late retired teacher Claudio Sarmiento of Barangay Quirino. Ester and Claudio immigrated to the U.S. in the eary 1970’s along with their children. They were part of the founding members of the Tagudinians of Northern California. After retirement in the United States, Claudio and Ester went back to the Philippines. Ester is survived by her 9 children and her grandchildren. Esther was the mother of Sammy Sarmiento who in the past, served as a president of the Tagudinians of Northern California.
