While I don't subscribe to the abolition of the pork barrel, sufficient controls, checks and balances, pre-audit and post audit of fund distribution can minimize if not eliminate "hanky-pankies" (Reshuffle COA Resident Auditors)On the meantime, lifestyle checks should be done on all incumbent, immediate past, senators &representatives, Cabinet members, Bureau Chiefs, all supervisory personnel of the BOC, BIR, DWSD, DOF, LTFRB, and OWWA. Any assets that could not be traced to a legal source is ill-gotten and must be forfeited to the govt.Finding ill-gotten wealth is easy to do. If the BIR sincerely, honestly and with integrity, apply the Net Worth and Expense Theories, like what the US IRS does, lalaki and cavan nang gobierno.
