Mike,

I assume you've got access to some professional equipment and a compressor and maybe a booth?

First thing, I assume the area is prepped (primed, sanded to about 320 grit) and cleaned (make sure you get some sort of prep sol or something). Ok, the gray is metallic so you'll need a clear coat. I'd get a tack cloth to use. Prop the valence up in such a way that you can get at all the areas (I think it's fairly obvious on a valence) and high enough so you can get under the edges and around. Then when it's set up, hit it with a solvent, let that dry and use the tach cloth. I usually mix up the paint 10 minutes before I paint so you probably want that going before you prep it. Have it in the gun ready to shoot. It'll depend what equipment you have but keep it at the upper limit of the pressure. I shoot at about 50psi with a gravity feed hvlp setup. The fan, geesh, get the fan right :-) but I can't really explain it, roughtly 8" tall and 2" wide ish.

For the first coat, you'll want to put on a light coat (and I can't really explain exactly how light, you kind of know it when you see it--you should still have primer showing through but you should be able to get a sense of the finished work). Make sure you hit edges first and I'd get anything from the backside first before you go to the front so you don't get any overspray on the major area. You probably will want to work from furthest to closest. Try not to go back. Try to paint nice and slow and even. Do not go to thick but also not too thin (basically get it just perfect, lol). Put that first coat on, wait 10 minutes till it starts to tack off (check under unseen areas with your hand gently). After the first coat tacks, put on a second nice final coat. Let that one tack as well. Put on a 3rd coat after the others are good. Hopefully you have no runs in the process but if you do you may be able to wipe them off if they are at the bottom or something but try to just not get any runs. You can go with a 4th coat if you please. The valence takes plenty of chips. Wait about an hour, maybe an hour and a half then. Then you can put on 2 coats of clear (or 3 if you like). The clear can be just regular coat, you don't need the light coat to start with. Just make sure you wait plenty before coats. If you are getting an orangepeely finish, you might have the pressure low or not enough flow of paint. Too much will get you runs.

Let me know if I can tell you anymore...
