Subject: Bumper experts (removing diving boards)

I have diving board bumpers and I am trying to remove my rear bumper completely.

I am not only trying to remove the rear bumper but also the bumper shocks.

I removed the side plastic bumper covers and the rear plastic bumper cover.

I removed the 2 nuts that hold each rear bumper shock (4 nuts removed total).

I thought the bumper would come off at this point but it isn't moving.

Did I miss a step?

Please advise.
