YES! you did miss a step, on ech shock there is a 3rd bolt, look along the frame rails, and you will see a lone bolt on each side, this bolts into the bumper shock, remove these 2, and you are good to go.

the one on the drivers side is a bitch, as the muffler is kinda in the way, but with a few extentions, and a ujoint, you should be able to get it, if not try a wrench :) good luck
