Highlights of Accomplishments
January – December 2011


Policy and Program Coordination

Addressing the challenges, RPO-Caraga firmed-up its network with the program stakeholders. It has actively involved in various workshops with other agencies. The Regional Line Agencies (RLAs’) technical support to RPO-Caraga can be viewed in different perspectives, to wit:

 CHD-13

RPO-Caraga’s plan of actions and a project proposal outlining the agency’s contribution to Kalusugang Pangkalahatan (KP) was acknowledged and given assurance for the DOH-CHD’s support. On the other hand, the local population officers’ membership in the Community Health Teams (CHT) was also considered.

 DSWD-FO 13

Five (5) 4Ps meeting were attended by POPCOM for 2011. RP-FP concerns were also integrated in the Family Development Sessions (FDS) in collaboration with the 4Ps municipal links and parent leaders.

 DOLE-13

DOLE-13 assisted RPO-Caraga to coordinate with private companies with existing Family Welfare Council (FWC). These companies were tapped to introduce RP-FP to all workers.

 DEPED 13


POPDEV Club coordinators in every school in Surigao del Norte schools division gathered in Surigao del Norte Convention Center on August 24-25, 2011 for their POPDEV Club Convention.

DEPED -13 supported POPCOM to train teachers along Learning Package on Parent Education (LPPED). Nine (9) LPPED-TOTs were conducted by RPO regionwide and was participated by a total of 450 teachers, guidance counselors, popdev club coordinators and school administrators. The strategy is to reach-out parents who are members of Parents-Teachers Association (PTA) through homeroom sessions/activities.

 NEDA 13

NEDA recognized the relevance of POPCOM in the Regional Development Council (RDC) meetings as well as in other sub-committee gatherings. In 2011, a total of 26 RDC and subcommittees meetings were attended by POPCOM. RD Pangan stayed as co-chairperson of RDC-DevAd committee.

 DILG-13

DILG-13 has been very supportive in RPO-Caraga’s activities particularly in the conduct of PPMP Orientations and RH Symposia for barangay officials of the provinces of Surigo del Norte and Dinagat Islands on March 2, 2011 and September 7, 2011, respectively. POPCOM was also invited by DILG to give an input on Responsible Parenthood during their in-house training on Sept. 26, 2011 at Butuan City.



Program Advocacy

 Reproductive Health Bill Campaign and Fora

About 950 participants from the government line agencies, non-government organizations, academe, private stakeholders and religious sectors had attended the Forum on Responsible Parenthood, Reproductive Health (RH) and Population Development Bill on June 1-2, 2011 at Butuan City. Commission on Human Rights (CHR) Chairperson Lorett Ann Rosales and Ms. Ana Theresa Hontiveros-Baraquel, former Representative and Akbayan Spokesperson, cited the significance of the forum on Population for the public to have better understanding on the issue. While,
Dr. Telly Somera, Family and Life Apostolate, Catholic Bishops Conference of the Philippines (CBCP), presented her views for those who are not in favor of the bill.

A forum on RH Bill was also conducted in Surigao City on June 24, 2011 by the Philippine NGO on Population, Health and Welfare, Inc. (PNGOC) in cooperation with the Philippine Legislators’ Committee on Population and Development (PLCPD). The said forum was graced by Congressman Angelo Palmones of AGHAM Partylist, Congressman Luz Ilagan of GABRIELA Partylist, Eden Divinagracia of the PNGOC and, E.D.Tomas M. Osias of POPCOM.

A similar forum was organized by RPO-Caraga for the population officers and workers in Surigao areas to share the current status of the RP-RH and in the process solidify the support of the participants to campaign for the passage of the RH bill.

Meanwhile, RPO-13 tapped the Caraga Youth Leaders’ Network (CYLN) to facilitate the Regional Round Table Discussion on RH Bill on May 30, 2011. 30 sectoral leaders regionwide attended the forum. As a result, an en banc for the youth sector resolution of the NYC supporting the bill was also passed.

 IEC Materials

Reinforcing its campaign for the population program, gender-sensitive and values laden IEC/advocacy materials were developed & distributed, to wit:

1. 2010 Program Progress Report - 250 pcs.
2. AHYD flyers – 5,000 pcs.
3. FP flyers – 1,000 pcs.
4. SDM beads – 6,550 pcs
5. LPPEAD modules – 200 sets
6. FP desk flip charts – 85 pcs.
7. PMC Revised manual – 153 pcs.
8. RPM Form 1 – 12 reams
9. FP Flip Charts – 500 pcs.
10. "Yes to RH" Umbrella – 150 pcs
11. Streamers - 5
12. Tropies – 3 pcs.
13. RP-FP T-Shirts – 290 pcs.
14. Tokens – 3 pcs

 Summer Youth Camps

The Provincial Population Office of Surigao del Sur conducted a Summer Youth Camp 2011 with 64 youths (22 males and 43 females) from different secondary & tertiary schools of the province.

Summer youth camp was also conducted in Dinagat Islands and Surigao City on April 27-29, 2011 and May 25-27, 2011. .


Program Planning

 Regional Population Management Conference

RPO-13 conducted four (4) Regional Population Management Conferences (RPMC) from January to December 2011. RPO and local plans for 2011 were consolidated and POPCOM’s major thrust for 2012 were discussed for integration and implementation at the field. As a result, the RPO 13 Operational Plan, the 2011 GAD Implementation Plan and the RPO 13 Communication Plan for 2011 were adopted.

 2011 Population Program Evaluation

A joint regional and local population program evaluation was conducted by RPO on December 14-15, 2011 at Butuan City. The activity was attended by about 120 population officers coming from different structures in Caraga.


Capability Building

Hereunder are the trainings attended by RPO, and those conducted by RPO for the program stakeholders:

 FP Competency-Based Training

RPO sent 5 regional staff and 6 local population officers to a one-week FP Community-Based Training at Surigao City funded by UNFPA. The skills developed by RPO staff were made use in handling the 80 local population workers and barangay-based service providers in a similar training on Oct. 24-28, 2011 in Tandag City .

 LPPED – TOT

RPO-Caraga has conducted 12 LPPED-TOTs in 2011. Ten (10) of these trainings were attended by 249 school officials, and POPDEV Club Coordinators. The other 2 batches were participated by 33 personnel coming from selected private companies in Caraga and AHD Youth Coordinators of Agusan del Norte Provincial Health Office.

There were also local initiatives for LPPED-TOT, one was done in Bislig City who funded the training and attended by 40 teachers and guidance counselors. In the Province of Dinagat Islands, an echo-seminar was conducted to 45 selected teachers in San Jose District on Oct. 27-29, 2011. Another echo-seminar was also conducted in Talacogon, Agusan del Sur on June 17, 2011, whereby 27 teachers from Talacogon National High School were trained.

 Parent Education Classes

For 2011, there were 23 Parent Education classes were conducted in various localities in the region. These classes garnered a total of 814 parents and adolescents. PTA and Homeroom organizations were tapped/considered as venues of these classes.

 Pre-Marriage Counseling (PMC)

RPO-Caraga conducted series of training on Pre-Marriage Counseling (PMC) using the revised module. The training was held in Surigao del Sur on February 16-18 while n Surigao City was on February 23-25.

Policy and Program Coordination

A joint CHD-RPO-Caraga meeting was held on May 15 to discuss Caraga’s target on unmet need on FP and to formulate strategies how to address this problem. As major output of the meeting, both agencies committed to strengthen its roles on demand generation and provision of contraceptives for the entire region. This followed by short meetings organized by CHD .

RPO-Caraga joined the regional team to conduct an assessment study regarding the effect of CCT program to its beneficiaries. This initiative was pushed by the Regional Development Council (RDC) in the hope that better implementation of CCT program be attained in Caraga region. RPO-13 staff acted as one of the facilitators in the conduct of FGD as well as in giving interviews to CCT beneficiaries.

To ensure that male participation in Responsible Parenthood and Gender and Development (GAD) is sustained, RPO-Caraga organized 3 coordinating bodies in Dinagat Islands and Surigao del Sur. Technical Working Groups (TWG) for Male Oppose to Violence Everywhere (MOVE) was organized on March 12-16 at Dinagat Islands.

The Caraga Youth Leaders Network (CLYN) is RPO-Caraga’s partner in reaching the youth particularly on the aspect of socio-civic, health and governance. CLYN is holding office in RPO-13 and closely coordinated with the agency in organizing/implementing the following projects/activities:

• 4 motivational talks with internationally renowned guru, Mr. Francis J. Kong at Urios High School Gym in Libertad, Butuan City on Jan. 20-21. These 4 motivational talks focused on the following topics, namely, Educators, Business, Youth and Parents. The activity was able to reach almost 800 participants coming from different sectors of Caraga.

• Regional Tertiary Student Government Leadership Training Program. 30 student government presidents and editors throughout Caraga were trained CDA-Caraga office in Butuan on Jan. 27-28.

• Balangayan Youth Forum, a blast to Butuanons. This forum was conducted on Feb. 16, 2012 at San Vicente National High School and Sunrise Christian College, all of Butuan City and in partnership with Presidential Communications and Operations Office (PCOO) of the Office of the President. This highlighted volunteerism and bayanihan among the youth leading to the EDSA People Power Celebration on Feb. 25.

• Negotiation is on-going to re-open the Butuan Youth Center under CLYN management and supervision.

RPO-Caraga closely coordinated with Philippine NGO Council on Population, Health and Welfare, Inc. (PNGOC) regarding the upcoming training of trainers on Pre-Marriage Counseling. RPO-13 has already confirmed it participants for the said training hopefully by July.

PNP-13 also coordinated with RPO-13 to be part of their Moral Recovery Program of PNP personnel in Caraga. RPO-13 staff facilitated an orientation on Male Participation in RP and also gave input on MOVE on June 5. A total of 25 PNP officials participated the said activity.

No. 1, entitled, “A Resolution Adopting in Principle the Purpose of DOH AO 2012-009 and Favorably Endorsing to the Local Government Units Starting from the Barangays Up to Provincial Level, all within the Province of Dinagat Islands” was passed.

Provincial and municipal population officers/workers of Surigao del Sur came-up with recommended policy and program strategies for presentation to the decision-makers. This was the offshoot of the workshop conducted for UNFPA pilot areas on Sept. 11-13 at Tagum City. Furthermore, RPO is now working with the PPO for the training on POPDEV Integration in CLUP for six (6) target municipalities.



Program Advocacy

Orientations on Male Involvement in RP and MOVE were conducted by RPO-13 to selected provincial capitol officials of Dinagat Islands on March 12-13 whereby 40 participants participated.

In AHYD, due to the demand of partner agencies and stakeholders especially in the academe, RPO-13 developed a manual entitled, “ How to Run A Youth Center”. A total of 150 booklets were distributed to colleges and universities who intended to establish/organize a youth center inside their campus.

RPO-Caraga strengthened its commitment to collaborate with the local radio and television particularly in providing the media updates regarding population-related issues and concerns.

RPO-Caraga assisted the Province of Dinagat Islands in the conduct summer youth camp on May 20-22, 2012 in Libjo, D.I. 35 OSY and ISYs participated in the camp which was also supported by SK councils of Libjo and San Jose, Dinagat Islands.

In Surigao City, RPO-Caraga also assisted the summer youth camp conducted by Surigao Youth Center on May 23-25, 2012. Thirty (30) old and new members of SYC participated the camp. SYC was re-organized and formulation of their 2012 plan of action was made.

RPO-Caraga assisted Cabadbaran City and Agusan del Norte in reaching out 245 youths as both LGUs conducted the 2012 Youth Congress on October 24 and 29, 2012, respectively.


Program Planning

2013 Budget Proposal was developed and after series of consultation was finally approved and submitted to POPCOM-CO. The development of the proposal went as far as national level workshop attended by RPO-13 staff on Feb. 6-10.

In connection with POPCOM’s battlecry to reduce unmet in FP in 2012, RPO-13 conducted a planning workshop with population officers and BSPOs on June 6-8 and June 13-15.

RPO-Caraga submitted two (2) training proposals to CHD-13 for funding support. These proposals are the following:

1. Training Proposal in Addressing Unmet Need for FP for BSPOs/ Brgy. Volunteer Workers
2. Proj. Proposal for KP's Integration in RP-FP

CHD-13 acted favorably on the proposals by integrating some of the activities to its workplan and pledged to gran P300,000 for the training.

RPO-Caraga convened the 11 provincial and city population officers on October 18, 2012 in Butuan City for the International Conference on Population and Development (ICPD) forum.


Capability Building

Training on Basic Demography for Population Officers was conducted on January 24-27, 2012 at Surigao City. 10 RPO staff and 25 LGU population officers and planners were trained.
