2011 Annual Report


The implementation of the Philippine Population Management Program in Zamboanga Peninsula was challenged by some breakthroughs and issues to which Regional Population Office no. 9 (RPO 9) responded to with positivism.
The implementation of the Responsible Parenting Movement (RPM) Classes shifted its priority beneficiaries to Pantawid Pamilyang Pilipino Program (4Ps) couples. Thus, there was the need to establish coordinative mechanisms between the RPM team and the 4Ps Provincial/Municipal and City Links. Therefore, RPO 9 engaged with the regional office of the Department of Social Welfare and Development through the signing of the memorandum of agreement on the conditions in the conduct of the RPM classes during the Family Development Session module 5.
The incessant debate on the Reproductive Health Bill demanded for the massive information dessimination on its content and rationale among stakeholders and the general public. Several media fora and orientations were conducted to clarify the provisions of the House Bill 4244.
All projects and activities implemented during the year addressed the policy directions set by the Central Office. It was also complemented by continuous sustenance of coordinative mechanisms with the local government units, partner government agencies and other stakeholders. Media advocacy campaign supplemented efforts of RPO 9 in providing information, education and communication to the general public in raising awareness on population matters.

POLICY and PROGRAM COORDINATION. The regional population office no. 9 maintains coordinative bodies at the regional level to strengthen the implementation of the population management program.
RPO 9 conducted the 1st quarter and 4th quarter Regional Population Management Conference in Zamboanga City on March 17, 2011 and December 22, 2011 respectively. The conference provided the venue to provide updates on the population program, shared good news of the eight local government units and addressed issues affecting the implementation of the population program in the region.
RPO 9 also attended meetings of partner agencies who are also stakeholders in the population program in the region. Amongst the meetings were facilitated by the National Nutrition Council, DOST-FNRI, RH Advocates, Youth Consortium, Ateneo de Zamboanga University, National Youth Commission, Department of Social Welfare and Development, UNFPA national Intergrated Review and NEDA – DevAdCom.
PROGRAM PROMOTION and ADVOCACY. As part of its information, education and communication efforts, RPO 9 conducted orientations to Philippine National Police personnel on February 14,21,22 and June 9-10, 2011. The topics covered were along Responsible Parenting, Fertility Awareness and Gender and Development. Adolescent Reproductive Health Orientation was also provided to in- and out-of-school youth during the Bunguiao Summer Youth Camp in Bunguaio, Zamboanga City last May 21, 2011.
The Regional Responsible Parenting- Family Planning Congress and Zamboanga Population Officers and Workers (ZPOWERS) Assembly were simultaneously held at Hotel Guillermo in Pagadian City last July 12-13, 2011 where the World Population Day was also celebrated. The activity was attended by population officers, population workers and RPO 9 staff. Mr. Tomas M. Osias, POPCOM Executive Director was the Guest Speaker. Highlights of the affair included exhibit of products produced by the different RPM groups, presentation of various population related updates and ZPOWERS fellowship night.









MEDIA CAMPAIGN. The Reproductive Health Bill was vigorously provided media mileage through media fora as well as press conference in Zamboanga City, Dapitan and Dipolog City to create awareness and inform the populace on its content.
Media outfit like Zamboanga Today, RPN, Radio Mindanao Network, DXKZ, TV 11 and ABS-CBN provided information dessimination support by publishing press releases and provision of airtime in discussing population related issues and concerns.
DATA and INFORMATION MANAGEMENT. A regional database that stores socio-economic and demographic data in an easy and retrievable vertical file using the computer is continuously being maintained and updated in the Regional Population Information Center (RPIC) together with other population information materials. The Regional Population Information Center also maintains its satellite centers in the different Local Governent Units and participating agencies.
CAPABILITY BUILDING. The Regional Population Office no. 9 staff conducted its first semester strategic planning in Dipolog and Dapitan last March 2-4, 2011. While, RPO 9 held a year end assessment to evaluate the agency’s 2011 accomplishment on December 21 -22, 2011 In Zamboanga City.
The Learning Package on Parent Education Training was conducted to selected parents and their adolescent children in Dapitan City on October 19-21, 2011.

POPCOM’s 40th Anniversary
Commission on Population celebrated its 40th year anniversary last August 16, 2011 in Mandaluyong City. Regional population offices from all regions 1 to 16, CAR, CARAGA, NCR attended the activities. The theme was “40 years of Responsible Service to the Filipino Family”.




RPO 9 presented a cultural production number showcasing the different ethnic dances of Zamboanga Peninsula.
Responsible Parenting Movement
The Responsible Parenting Movement (RPM) shifted its priority focus in 2011 to the conduct of the RPM classes during the Family Development Session (FDS) Module 5 of the Pantawid Pamilyang Pilipino Program. In preparation for the involvement of POPCOM in the conduct of the FDS sessions, RPO 9 and Department of Social Welfare and Development office no. 9 signed a Memoradum of Agreement where roles and resposnibilites and other mechanism in the conduct of the FDS sessions by the RPM teams were defined.

RPO 9 also became a special member of the 4Ps Regional Advisory Council.
Several orientations were conducted for RPM team members and Municipal Links of Zamboanga del Sur, Zamboanga Sibugay and Zamboanga del Norte in June. Planning for the conduct of the FDS sessions was also included during the orientation.

A total of 907 RPM classes were conducted with 11, 314 couples reached. Out of the total 1,904 barangays in the region, 87 new barangays were reached for 2011.
Out of the target 2,550 FDS classes, only 187 was conducted. The implementation of the FDS classes only geared up midway of the year after the memorandum of agreement between RPO 9 and DSWD 9 was signed in July 2011. Zamboanga del Norte conducted 169 FDS classes while Zamboanga Sibugay conducted 18 classes.


A total of 4,168 couples were reached during the FDS classes. Zamboanga del Norte reached 3,925 couples while Zamboanga Sibugay reached 243 couples.






FDS classes were only conducted in Zamboanga del Norte and Zamboanga Sibugay as they are Pantawid priority areas. Zamboanga del Norte being no. 1 in the list of priority areas conducted most of the FDS classes.


A total of 720 RPM classes were also conducted in non-4Ps areas in Zamboanga del Norte, Dapitan City, Dipolog City, Zamboanga Sibugay and Zamboanga del Sur, Pagadian City and Zamboanga City.

Taking into account, conduct of RPM classes in both 4Ps and non-4Ps areas, Zamboanga del Norte implemented a total of 370 classes, Zamboanga del Sur 314 classes (only non-4Ps) and Zamboanga Sibugay 223 classes.




Targets for the conduct of 2,550 FDS classes were only set for the 4Ps areas. But a total of 907 classes were conducted in 4Ps and non-4Ps areas. Zamboanga del Norte conducted 40% of the total number of classes conducted while, Zamboanga del Sur at 35% and Zamboanga Sibugay at 24.58%.




Zamboanga del Norte reached 5,885 couples for both 4Ps and non 4Ps classes while Zamboanga del Sur reached 3,240 couples and Zamboanga Sibugay reached 2,189 couples.



FINANCIAL ACCOMPLISHMENTS:

For CY 2011, RPO 9 had a budget allocation of 9,392,878.00Php for its expenditures in personal services, MOOE, RP-FP and capital outlay in the implementation of the population program in the region. As shown in the table below, RPO 9 achieved 100% fund utilization out of its approved budget for the year.

As illustrated, 54% of the total budget was alloted to personal service, 27.26% to RP-FP, 9.95% to MOOE, 4.71% RP-FP continuing funds, 2.12% to regular grants and 2.11% capital outlay.



As seen on the chart, fund utilization achieved 100% . Personal services at 77% exceeded its allocated budget but was cushioned with realigned funds from other items.
