Date Posted: 02:08:10 04/16/13 Tue From the Director The Regional Population Office–10 takes pride in presenting these Accomplishments for year 2012. These accomplishments marked another seal of excellence for us and our partners in terms of implementing the Philippine Population Management Program in this Region. Through the 2,692 classes that we have conducted this year, we were able to reach-out to 53,840 couples who had attended our Family Development Sessions (FDS) on Responsible Parenthood and Family Planning. This year, we redirected our focus for FDS towards tracking the “unmet need for family planning”. This is apart from our usual vow to promote the “all” kinds of family planning methods to help couples achieve their fertility intentions. Of course, this is done through partnership with the Department of Social Welfare and Development Region-10 and Local Government Units. We have also made strides for our Adolescent Health and Youth Development Program. The incessant services of our six (6) Teens’ Health Centers in Cagayan de Oro, Misamis Oriental and Bukidnon, as well as our continuous popularization of the SHAPE module, have helped instilled the values of being sexually healthy and personally effective to our young people. This effort of RPO-10 is geared towards reducing the sexual-risks behaviors of our youth and bringing down the cases of teen pregnancy. We express our appreciation to our allies in the program for their continuous support to our endeavors and in making the population management program in Region-10 so much success. PSYCHE P. PALER, CESO VI Regional Director EXECUTIVE SUMMARY This year marks another year of achievements for the Philippine Population Program in Region-10. The leaps and bounds success of our projects and activities were made possible because of the help from our stakeholders and program implementers. One of the many challenges that we had to face head-on was of reducing the rate of “unmet need for family planning” among Conditional Cash Transfer-Beneficiary couples of the DSWD’s 4Ps. The target of reducing the unmet need alone already implied tremendous tasks since it should start from identify first who these couples are--who have unmet need for family planning. Per instruction of the Secretary of the Department of Health and POPCOM Central Office, RPO-10 instantaneously identified strategies on how to accomplish the new tasks given. As initial step, RPO-10 reactivated its manpower mechanism in the barangays and mobilized the Barangay Service Point Officers (BSPOs) or Community Volunteers to help in tracking the unmet need. After giving the BSPOs intensive training on Interpersonal Communication and Counseling as well as teaching them how to use the tracking forms and referral slips, they were deployed as members of the Community Health Teams in their areas. The main function of the BSPOs is to identify couples who have been wishing to use family planning methods but are NOT using any for whatever reason. Our adolescent health and youth development program is implemented with equal weight with our other programs. The establishment of the six (6) Teen centers in our region is a big help in our advocacy and communication for responsible sexuality and avoidance of risky behaviors for our young people. Studies have shown that the risky behaviors of our youth today are among the causes of high incidence of teen pregnancy and spread of sexually transmitted diseases including HIV. Aside from intensifying promotion of the SHAPE Module for Adolescent Health and Youth Development, we also pushed a region-wide popularization of the movie “Crossroads” to the different secondary schools in Region-10. This year we have conducted film showings of the said movie to thirty (30) Sections in the private and public secondary schools. For POPDEV Integration, our provincial and city population officers lobbied for local policies and their efforts contributed to the approval of ordinances and resolutions to support PPMP benchmark programs. This year, we have compiled twelve (12) newly approved resolutions and ordinances from our LGUs. These resolutions directly support the family planning component of the PPMP. FAMILY PLANNING AND REPRODUCTIVE HEALTH PROGRAM Couples Class on Responsible Parenthood and Family Planning (RP/FP) through FDS This year, the Regional Population office-10 conducted a total of two thousand six hundred ninety-two (2,692) Family Development Sessions (FDS). The conditional Cash Transfer-Beneficiary couples of the Pantawid Pamilyang Pilipino Program of the DSWD who have attended these were given lecture on Responsible Parenthood and Family Planning. The tracking of the couples with “unmet need for family planning” was done during the FDS. The Barangay Service Points Officers (BSPOs) in the Community Health Teams (CHT) were trained how to do the tracking and how to refer the couples with “unmet need” to the clinic for FP counseling. Brochures on Family Planning Methods were distributed to the couples during the sessions. Parents and Adolescents Camp (Family Camp) POPCOM 10 conducted a three-day Parents-Adolescents Camp (Family Camp). This was held in May 16-18, 2012 at Chali Beach Resort in Cagayan de Oro City. The activity was designed to make parents and their adolescents aware of the different adolescent sexuality and reproductive health concerns, challenges, issues as well as understand the role of parents as primary source of sound information Adolescent Sexual and Reproductive Health. Sixteen (16) families joined this camp. The parents were between the ages of 35 years to 50 years while the adolescents were between the ages of 14 years to 17 years old. Roll-out Trainings on CHT Mobilization RPO-10 assisted the Department of Health Region-10 in conducting “Roll-out Trainings on Community Health Team Mobilization”. This trainings were conducted in March 13-14, 2012 in Ozamiz City for the participants from Lanao de Norte and Misamis Occidental, and March 15-16, 2012 for Camiguin and Bukidnon. RPO-10 staff provided technical assistance and acted as resource person on the topics assigned to him. Regional Pre-Marriage Counseling (PMC) Summit POPCOM 10 conducted the 1st Regional PMC Summit in October 11, 2012 at the Philtown Hotel in Cagayan de Oro City. Sixty (60) PMC Councilors from the population, health and social welfare offices of the province of Misamis Occidental attended this. One of the highlights was the presentation of the result of the evaluation of Misamis Occidental’s implementation of the PMC. Director Aristides C. Tan of DOH-10 and Atty. Rene K. Burdeos Regional Director of DILG 10 joined this activity as keynote speakers. POPCOM-10 launched the PMC Star Award during the summit. This PMC Star Award shall be given as recognition to the LGUs for exemplary implementation the PMC Program. The giving of this Award will start in 2013. Training on Mainstreaming BSPO Function in Reducing FP Unmet Need through the CHTs A series of trainings for BSPOs and population program workers were done during the whole month of August 2012. These activities were conducted region-wide in order to identify the couples with “unmet need for family planning”. Fourteen (14) batches of this training for the BSPOs were conducted. After the training, the BSPOs were deployed as members of the CHTs in their respective barangays. Training of Trainors Pre-marriage Counseling (PMC) Two batches of PMC Roll-out Trainings were conducted last October 8-10 and October 29-31 at Pearlmont Hotel in Cagayan de Oro City. Seventy Six (76) LGU personnel from the offices of Local Civil Registrar, Municipal Agriculture, Municipal Social Welfare and Population attended this training. A thorough discussion about the fundamental topics on PMC was included in the design, namely: Marriage and Relationship, Human Sexuality, Family Planning and Responsible Parenthood. The participants were required to render return demonstration during actual PMC sessions. MR GAD Project Review and Planning Workshop The MR GAD Project Review and Planning Workshop was conducted in February 15, 2012 at the RPO-10 Training Center. This was attended by members of the MR GAD Advocacy Core Group from the two (2) pilot barangays in Libona and Maramag in the province of Bukidnon. The workshop started with the presentation of the rationale of the MR GAD project followed by a review and assessment of the past activities. As output of the workshop, the point persons submitted to RPO-10 their Work Plans for 2012. Program Review and Planning Workshop on RP/NFP for the five (5) provinces of Region 10 POPCOM 10 conducted a program review and planning workshop for the five (5) provinces and nine (9) cities of Region-10. This is to ascertain that Region-10’s target for FDS on RP-FP was distributed equally to the different areas. These workshops gave opportunity for discussing and resolving issues and concerns in relation to the implementation of the RP/FP program at the local level. Another series of planning workshops were conducted in the 2nd semester. Strategic Planning Workshop for RP/FP To harmonize strategies for a region-wide implementation of Responsible Parenting and Family Planning Program (RP-FP), RPO-10 conducted this workshop at the Puerto Princesa in Palawan in April 23-27, 2012. The workshop was designed to address the gap between targets and accomplishments of the RP-FP program as well as review strategies for promoting Responsible Parenting Program. This was attended by the area program officers of POPCOM 10 and the Provincial and City Population Officers of the Region-10. Mid-year Evaluation and Planning Workshop for the RP/FP Program This Assessment and Planning Workshop was conducted in June 5-7, 2012 at POPCOM 10 Conference Hall. A comprehensive discussion on the Pantawid Pamilyang Pilipino Program (4Ps) was done to increase the workers understanding and appreciation in the poverty alleviation program of the government. Year-end Planning and Evaluation for the RP/FP Program This was conducted in December 17-19, 2010 at POPCOM 10 Conference Hall. The workshop determined the effectiveness and impact of the programs and projects implemented by RPO 10. The assessment revealed that RPO 10 was on the right track in implementing its programs and projects. However, a need to strengthen its monitoring activities was necessary. ADOLESCENT HEALTH AND YOUTH DEVELOPMENT PROGRAM POPQUIZ and Poster Making Contest 2012 The 2011 Regional POPQUIZ and Poster Making Contest were conducted in March 22, 2012 at the Regional Education Learning Center in Lapasan, Cagayan de Oro City. The contests were among the many competitions for the Festival of Talents. Winners of both contests were given P3,000, P2,000 and P1,000 for 1st, 2nd and 3rd placers respectively. Trophies were also given as additional award. Schools of the winning contestants were given Plague of Recognition and the non-winners were given P300.00 as consolation prizes. The winners represented Region-10’s to the National Festival of Talents in April in Iloilo City. The budget for trophies and cash prizes was taken from RPO-10. Film showing on “Crossroads” RPO-10 and the City Population Office of Cagayan de Oro conducted film showings on “Crossroads” to thirty (30) schools in Region-10. The showings were done in secondary schools in Cagayan de Oro and in Misamis Occidental. Lecture and discussion about the movie were facilitated by the technical staff of the RPO and City Population Office. The students were asked to fill-out the Interactive Survey Forms on Crossroads after a focused-group-discussion about the film. Based on their responses, the students liked the movie very much as it gave them relevant information about the issues that affect them as adolescents. In the tertiary level, this movie was shown to college students of Xavier University. The same movie was shown to the participants of the Regional FP Conference at the Apple Tree Hotel last August 30-31. Present in the conference were the Directors of CHD-10, NGO partners on FP program, the Population Officers in Region-10 and the Provincial and City Health Officers in Region-10. The P/CHOs requested DVD copies of the movie for their AHYD Program. RPO-10 provided them copies as they requested. The contestants of the It’s All in the Band Contest also viewed the movie before they composed their lyrics. It gave them deeper understanding on the situation of the youth today as described by the Young Adolescent Fertility Study (YAFS). The 12th It’s All in the Band Contest The 12th It’s All in the Band Contest was conducted in November 21 at the Pryce Plaza Hotel in Cagayan de Oro City. This was set as one of the highlights of the POPULATION and Development Week Celebration. This full-band competition was sponsored by the Rotary Club of Bay Area, PHIL-Health, POPCOM-10 and the Local Government of Cagayan de Oro. Eleven (11) high schools joined this contest. Corpuz Christi High School won the Grand Prize of P9,000.00 cash plus trophy. The It’s All in the Band Contest is one of the Projects under the Adolescent Health and Youth Development Program of RPO-10 to promote healthy lifestyle to the youth people. POPDEV INTEGRATION Policy and Program Coordination POPCOM-10 considers it important to monitor and gather policies that support the implementation of Population Management Program. This year, the following policies were passed by our regional and local partners: Resolution/Ordinance No. Title/Subject Barangay Ordinance No. 01-11 Office of the Sangguniang Barangay, Bgy. North Poblacion Municipality of Maramag rovince of Bukidnon An Ordinance requiring the doers of violence to undergo counseling and educational trainings regarding gender- based violence. RDC-X Executive Committee Resolution No. 12 (s.2011) Supporting the Establishment of Centers for Development (CFDs) in selected areas of Northern Mindanao (Region X) Resolution No. 001-2011 Liga ng mga Barangay City of Cagayan de Oro Earnestly requesting all Punong Barangays of the City of Cagayan de Oro to allocate the amount of One Thousand Five Hundred Pesos (P1,500.00) chargeable against the SK Fund in their respective Barangay Budget as their counterpart for transformation of the Oro Youth Center. City Ordinance No. 11-5766 Sangguniang Panlungsod, City of Iligan An Ordinance prescribing a Fee for couples undergoing Pre-Marriage Counseling in Iligan City in the amount of Two-Hundred Fifty (P250.00) Resolution No. 11-1091 Sangguniang Panlungsod, City of Iligan Adopting the Joint Memorandum Circular No. 02 dated May 28, 1998 implementing the PMC Program in Iligan City , creating the PMC Team and using the PMC Manual. Consultative/Coordinative Meetings with Partners To efficiently manage the Population Management Program at all levels, RPO 10 regularly conducts coordinative meetings. These meetings identified issues, concerns and operational problems that needed solutions. It also served as a forum for exchanging views, sharing of good practices and successful undertakings that can possibly be replicated in other areas. Regional Population Management Committee (RPMC) Meeting RPO 10 maintains the Regional Population Management Committee for a stronger and closer coordination with the local government units and partners in the population program. This Committee meets every quarter and the meetings are attended by Provincial and City Population Officers and their staff. This year, another City Population Officer of the newly created City of El Salvador was added to the thirteen P/CPOs of Region-10. Four (4) quarterly meetings were conducted during the year. The 1st Quarter RPMC meeting for 2012 was done last January 25 at the Regional Office of POPCOM-10. The following were discussed: Programs and projects for 2012; the PPMP Directional Plan for 2011 to 2016; targets for the 1st semester activities; 4Ps/CCT collaboration; and the guidelines for the conduct of the Family development sessions. The 2nd Quarter RPMC meeting was held in Kitaotao, Bukidnon in April 17-18, 2012. The following were discussed in the meeting: Major programs and projects; targets for the 1st semester activities; projects for the 2nd quarter; 4Ps/CCT collaboration, updates of the Family Development Sessions for RP-FP and inventory of CHT members seminar; and Population Awards for 2013. The need to meet again was necessary to set specific targets for the new RP-FP program directions. Thus, the 3rd quarter meeting was conducted in June 26, 2012 at POPCOM Training Center. The agenda of the meeting were the following: 1st Semester RP-FP accomplishments and other FP program updates; RP-FP Directions for the 2nd Semester and 2012 activities; the new Guidelines for conducting the FDS, membership of population program workers in Community Health Teams; and the National Population Congress. The 4th quarter meeting was held in October 12, 2012 at the Philtown Hotel in Cagayan de Oro City. It included the following agenda: the executive Order to Institutionalize the RP/POPDEV Strategies at the Local Level; AO 2012-0009 or the National Strategy Towards Reducing Unmet Need for Modern Family Planning as a means to Achieving MDGs on Maternal Health; RP-FP Status of Implementation; updates and summary of FDS conducted; the status of implementation in Mainstreaming BSPO’s in the Community Health Teams; Pre-Marriage Counseling Program; Launching of the State of the Philippine Population Report (SPPR); and the National Population Congress. NFP Task Force Meeting This 1st quarter meeting was conducted in March 8, 2012 in the office of the Regional Director of POPCOM-10. This was attended by representatives from the DOH, NFP Coordinator of the Archdiocese of Cagayan de Oro (ACDO) and NFP point persons of RPO-10. During this meeting, the 3 partners shared their NFP program accomplishments for the year 2011 and their NFP Implementation Plans for 2012. As support to the Archdiocese of Cagayan de Oro, DOH 10 promised to give P2.1 million for the implementation of their NFP program. The fund will be used for establishment of a Church-based NFP Resource Center. The utilization will include hiring of manpower, purchase of equipment and other operation expense. The funds were transferred to POPCOM 10 who will assist in managing the disbursement of the funds for the NFP program of the Archdiocese. The 2nd quarter NFP Task Force meeting was held in June 28 at the RPO-10 Conference Room. The Provincial Health Officer of Misamis Oriental and City Health Officer of Cagayan de Oro joined the meeting for the first time. The partners shared their accomplishments and presented their Plans and Work Programs for the NFP. The Archdiocese of Cagayan de Oro City also presented their year-round activities and showed to the body how the 2.1 million would be spend. The Archdiocese of Cagayan de Oro promised to achieve a proximately 1500 NFP current users before end of 2012 and this iazs already above Region-10’s target of 1,054 new acceptors. The 3rd quarter meeting was conducted in September 13. The NFP Program partners presented their accomplishments and their activities for the coming months. Meeting for the Regional POPQuiz and Poster Making Contest For the 1st quarter, two (2) organizers’ meetings were conducted with the Department of Education. This meetings were done to plan and coordinate the preparations for the Regional Population Quiz and On-the-spot Poster Making Contest. The first meeting in February 15, 2012 was attended by the POPED Coordinator and some technical staff of RPO-10. During this meeting, RPO-10 requested the DepEd to come out with a regional memo on POPQUIZ and Poster Making Contest so that RPO-10 and DepEd-10 can start the necessary preparation for the contests. Tentative date and venue for the contests was then decided. A follow-up meeting was called in March 20, 2012. During this meeting, DEPED and POPCOM reviewed their assigned tasks for the contests. The DEPED coordinator was happy to share to the body that preparations for the contest were already complete. RPO-10 similarly informed DEPED that all the tasks assigned to the RPO were already done. POPQUIZ Post Evaluation Meeting This post evaluation meeting was conducted last April 3 at the RPO-10 Conference Room. During this meeting, POPCOM and DepEd-10 evaluated the conduct of the Regional POPQUIZ held in March 2012. POPCOM-10 suggested to DepEd-10 to scout for a better and larger venue for the next year’s contest. It was also agreed that POPCOM and DepEd would explore the possibilities of conducting the regional competition earlier to give time to our regional winner to prepare for the national competition. Center for Development (CFD) Forum This forum was conducted last February 28 at POPCOM 10 Training Center. The agenda of this included the following: MOA with POPCOM and AAMFY; LGU resolution authorizing the local Chief Executive to enter an agreement with POPCOM and AAMFY; CFD Sites in Region-10; and Financial counterpart of three hundred fifty thousand pesos (P350, 000.00) for LGUs who wish to put-up CFD Teen Center. Teen Health Quarters Operators’ Forum The forum was held last March 9 at POPCOM Training Center in Carmen, Cagayan de Oro City. Eight (8) Center Managers and Community Relations Officers from the THQs of Opol, Jasaan, Malaybalay and Valencia City attended this. The Executive Director of the Foundation on Adolescent and Development (FAD)-- Ms. Cecil Villa, was present during the forum. She encouraged the THQs to continue serving the young people in their areas. Also discussed in the meeting were the accomplishments and the output of the THQs for the year 2011. Coordination Meetings for the 12th It’s All in the Band Contest Four meetings were conducted during the year. The first Organizer’s Meeting for the 12th It’s All in the Band Contest was conducted last August 6 at POPCOM-10. This was attended by the representatives from POPCOM-10, PhilHealth-10, Rotary Club of Bay Area and Local Government of Cagayan de Oro. During this meeting, the organizers agreed to increase the prizes of the winners for the contest. The representative from the local government of Cagayan de Oro announced in this meeting that they will increase their counterpart for this project from 25,000.00 last year to 35,000.00 this year. “Briefing and Writeshop” for the contestants was conducted last September 8. The guidelines and mechanics form the competition were presented to the students and coaches of the 12 participating schools. Twenty (20) students and ten (10) coaches attended this activity. In the morning, the movie “Crossroads” was shown to the contestants as additional input for writing their lyrics. In the afternoon, the students composed the lyrics of their songs. The theme of this year’s competition is “Ang Batan-ong Way Plano, Murag Kantang Way Tono (An Adolescent who has no plan for the future is like music without melody)”. The students submitted their compositions to RPO-10 for comments and suggestion. The contestants can start making melodies of their lyrics once their compositions are approved by the organizers. The third meeting was conducted last October 10 at POPCOM 10 Conference Room. The organizers discussed the status of the preparations of the contest. The design of the advocacy t-shirt was approved during this time. Another meeting was conduct last November 10. This meeting was the final briefing for the contestants and coaches. The guidelines and mechanics were discussed. Eighty (80) participants attended the meeting. Regional Pre-Marriage Counseling (PMC) Core Group Meeting Regional PMC Coordinators of DILG, CHD, RPO, and DSWD-10 met for the first time and created a regional team to review the implementation of the PMC program in Region-10. This was done last September 13 at POPCOM-10. The team discussed the PMC Summit that was then conducted in October 10, 2012 at Philtown Hotel. The criteria for the PMC Star Award were approved in this meeting. ICPD Beyond 2014 Validation Workshop for Region 10 POPCOM-10 conducted a workshop on ICPD Review for Northern Mindanao last October 12 at Philtown Hotel in Cagayan de Oro City. The different stakeholders were consulted on the status of program implementation in attaining the ICPD objectives. There accomplishments for the ICPD were also gathered in this meeting. During the workshop, the stakeholders renewed their commitments to help achieve the ICPD objectives in the country. Twenty-three (23) stakeholders including regional line agencies and partner institutions attended the workshop. CONSULTATIVE /COORDINATIVE MEETINGS ATTENDED BY RPO 10 STAFF To ensure the smooth integration of population concerns to the projects of other agencies, POPCOM-10 attended coordinative meetings called by program stakeholders and participating agencies during the year. In these meetings, innovations and changes were proposed and instituted to increase the impact of population-related projects and activities. Regional Implementation and Coordination Team (RICT) Meeting Three meetings were attended by POPCOM-10 during the year. The 1st quarter meeting of the RICT was held last February 23 at Macro Hotel in Cagayan de Oro City. The meeting was attended by Philhealth, DOH and its attached bureaus including POPCOM 10. POPCOM 10 presented the PPMP Directional Plan for 2011 to 2016 including the program priorities for 2012 and updates on the RH Bill. The 2nd quarter meeting was done in June 19, 2012 at Pryce Hotel in Cagayan de Oro City. One of the important agreements was that, the BSPOs will be recognized as members of the Community Health Teams. For 2012, POPCOM 10 will source out funds for the training of the initial batch of BSPOs. For 2013 however, POPCOM-10 will submit a proposal to DOH 10 for funding of additional training for the BSPOs. The 3rd Quarter Regional Implementation and Coordination Team (RICT) Meeting was conducted last October 8 at Pearlmont Hotel in Cagayan de Oro City. Director Psyche Paler presented updates about POPCOM-10’s the RP-FP initiatives as well as updates about AHYD activities. Social Development Committee (SDC) Meeting RPO 10 attended SDC meetings of the Regional Development Council of Northern Mindanao. These meetings were conducted last May 9, July 25 and November 27, 2012 in Cagayan de Oro City. Presented by POPCOM 10 in these meetings were the following: The Regional Development Accomplishment Report and Updates on the achievements of the MDG by the different line agencies; Strategies in Reaching the Poor to Reduce Unmet Need for FP; and An endorsement for the adoption of the strategy was passed by the body to the Regional Development Council (RDC). Regional Council for the Welfare of Children (RCWC) The RCWC meeting was held last March 23 at the DSWD conference hall. Eleven (11) regional line agencies attended the meeting. The 2011 accomplishments and plans for 2012 were the main agenda discussed in the meeting. Joint RDC-X, MacroCom and RSCC Meeting This was held on May 4 at the NEDA-RDC Conference Room. Taken up were the highlights of the official results of the 2010 Census on Population and Housing and the endorsement of the committee of the Interim 2010-based Population projection for Region 10, by Provinces/HUCs/Municipalities. This was presented by representative from National Statistical Coordinating Board. the 2011 Regional Development Report of the Macroeconomic Sector was also discussed. Provincial Forum on Reproductive Health The Philippine Legislators’ Committee on Population and Development (PLCPD) conducted a Provincial Forum on Reproductive Health in May 25, 2012 in Valencia City. The objective of this was to gather support for the ratification and passage of comprehensive policy on Responsible Parenthood and Population Management or the HB 4244. Congressman Florencio T. Flores of the 2nd district of Bukidnon and co-author of the Bill was the main speaker. About one hundred-fifty (150) community leaders, representatives from the LGUs, NGOs; people’s organization and other local officials of Bukidnon attended this meeting. POPCOM-10 and the Provincial Population Office of Bukidnon facilitated the gathering. A statement of commitment to support on RH and FP was signed. Youth Development Committee (YDC) Meeting for CDO The YDC meeting was held at the City Council Conference Room in June 6, 2012. Among the agenda were the following: Presentation of the AAMFY issues; Update about the MOA and the new site for the Oro Youth Center; Short Course on Urban Health Equity or SCUHE; and the OYC Program accomplishment report.
