Orientation on the National Fatwahs on Responsible Parenthood and Reproductive Health




This Orientation was held last June 11, 2012 at the Philtown Hotel. This was done in collaboration with the Philippine Center for Population and Development (PCPD), the Society for Family Development and Education of the Philippines (SOFDEPI), POPCOM 10 and the National Commission on Muslim Filipinos (NCMF). This was attended by eighty (80) Muslim participants representing the 18 different mosques in Cagayan de Oro. The main speaker in the morning was Ustadz Esmael Ebrahim, the President of SOFDEPI and Commissioner of the NCMF. His first input dealt on Responsible Parenthood and its bases or pertinent verses in the Qur’an and the Ahadeeth, them followed by the National Fatwah on RP. He explained many important provisiosn of the Fatwah. The afternoon session focused on the “Medical and Scientific Basis of RH” by Dr. Maleja Daud of the SOFDEPI. All the participants were provided copies of the Fatwah, the official ruling on RH and FP in Islam.


Regional Data Dissemination Forum
A Regional Data Dissemination Forum on the results of the 2011 Family Health Survey (FHS) was conducted last July 12 at the Chali Beach Resort in Cagayan de Oro City. POPCOM-10 Regional Director and two (2) staff of RPO 10 attended this forum. Other participants were health officers; population officers; representatives of RLAs; representatives from NGOs’ hospital personnel; academe; media and other policy and decision makers in the region. The aim of this activity was to disseminate the findings of the FHS to program planners. The presentations were focused on fertility, family planning, maternal and child health, and key health indicators in the region. RD Psyche Paler of POPCOM-10 acted as discussant/reactor on “Fertility and Family Planning”.

Regional Family Planning Conference on “Reaching the Poor to Reduce the Unmet Need”
The conference was conducted by CHD-10 and HealthGov last July 30-31 at Apple Tree Hotel in Opol, Misamis Oriental. Strategies and intervention to address unmet need for modern family planning were formulated during the conference. POPCOM 10 Regional Director Psyche P. Paler presented POPCOM’s initiative in identifying and reaching the couples with unmet need for family planning. Included in the presentations were the Tracking and Monitoring Forms developed by RPO 10. This was attended by the Provincial/City Municipal Health Officers as well as the Population Officers of Region 10.

NYC Meeting on the Nationwide Caravan on Youth Drug Abuse Prevention and Control

This activity was held last September 14 at the NYC Area Office 10. This was attended by representatives from selected agencies which had roles in the caravan.

2012-2016 Philippine Youth Development Plan (PYDP) Action Planning and Toolkit Validation

This two-day workshop was conducted at Philtown Hotel in September 18-19, 2012. The main agenda of this was to come-up with a localized directional plan on youth programs/projects/activities. This was attended by youth organization officers, representatives from youth- serving GOs and, coordinators from the NGOs and other youth organizations. The participants reported their AHYD plans for 2013-2016.

Civil Service Month Celebration

The Civil Service Commission celebrated its 112th Phil Civil Service Anniversary in September 2012. The theme of the celebration was: “Kawani, Ikaw ay Isang LIngkod Bayani”. They invited all the Regional Line Agencies to participate in the activities that they scheduled for the month. POPCOM 10 joined the following activities: Parade; Flag Raising and Hataw; Thanksgiving Mass; The Musical Show; and Agency Family Day.

National Convention of Regional Youth Advisory Councils (RYAC)
POPCOM 10 attended the National Convention of Regional Youth Advisory Councils (RYAC) at the Amigo Terrace Hotel in Iloilo City last December 3-5. The outputs of the 3-day event were the following: The Philippine Youth Development Plan (PYDP) for 2013 which is a consolidation of the 15 Regional Action Plans integrating the Adolescent Sexuality and Reproductive Health (ASRH) Communication Plan; Presentations of good practices in implementing Youth Programs and Developments; and identification of advocacy role for the RYAC in mainstreaming the PYDP at the local level to generate commitment and support for the Plan.

Oath Taking Ceremony of Muslim NFP Counselors
POPCOM 10 graced the Oath Taking Ceremony of the Muslim NFP Counselors last November 29 at Barangay Balulang, Cagayan de Oro City. Thirty Three (33) newly trained NFP Muslim counselors took the oath. They were part of a network of NFP counselors trained by the Archdiocese of Cagayan de Oro. POPCOM 10, DOH 10 and the Archdiocese of Cagayan de Oro have been partners in promoting NFP in the region.
Tingog Cagayan de Oro Consultative Meeting

Tingog-Cagayan de Oro City is a non-profit, non-stock, non-government and community-based organization engaged in empowering the homosexual, bisexual and transgender community to be pro-active in human development. Tingog-Cagayan de Oro called a consultation meeting among National and Local Government lined agencies and non-government organizations to discuss issues on mainstreaming gender and human rights approaches in HIV and AIDS programs and how to improve quality technical assistance on advancing human rights and gender equality for the HIV and AIDS response among Males having Sex with other Males (MSM’s) and transgender in Cagayan de Oro City. This was conducted at the Hotel Conchita Hotel last December 14. Topics discussed during the meeting were the following; revolutionizing HIV prevention; catalyzing the new phase of treatment, care and support; and advancing human rights and gender equality for the HIV response.


Regional Advisory Council Meeting (RAC) of the 4Ps Program

RPO 10 attended the 4th Quarter RAC meeting in October 29, 2012 at Pearlmont Hotel in Cagayan de Oro City. RPO 10 presented the accomplishments of the Family Development Sessions (FDS) as well as the result of the performance evaluation made by POPCOM Central Office on the following: RP-FP couples reached versus target based on the 2012 RBA for RP-FP; CCT Beneficiaries reached versus total CCT beneficiaries from Sets 1-5 of the DSWD list; CCT Beneficiaries reached versus total estimated unmet need for modern FP based on AO on reducing the unmet need; Couples who have intention to use FP, by method; couples using FP methods; reasons for not using an FP method.

Women’s Month Celebration, March

POPCOM 10 joined in the nationwide observance of the 2012 Women’s Month Celebration. This year has the theme “Women Weathering Climate Change: Governance and Accountability, Everyone’s Responsibility”. POPCOM 10 participated in the opening activity last March 2 at Capitol Grounds, Provincial Capitol of Misamis Oriental. The multi-awarded and empowered guest speaker in the occasion challenged all the participants particularly the women in their crucial role in the community amidst the climate change that is happening today and the Cagay-anons recovery from the typhoon Sendong aftermath.

As part of the month-long celebration, POPCOM 10 held a lecture on Proper Diet and Nutrition handled by a Nutritionist from the Department of Health last March 27. The lecture was very helpful in guiding RPO 10 staff in achieving proper diet and underscoring the contribution of the different foods to the body for good health.

RPO-10 also displayed a streamer at the gate of the Regional Population Office to highlight the women’s month celebration.

Production and distribution of NFP Brochures

FP Brochures were produced and distributed during the Family Development Sessions. The brochures were given to married women of reproductive age who attended the Family Development Sessions. The brochure contained brief information about the different natural and artificial family planning methods that couples can choose and use. Sixty Thousand (60,000) copies were printed. 18,200 copies of which were already distributed to the different RPM teams.

NFP Month Celebration, May

To highlight the celebration of the NFP Month, RPO-10 aired a 30-second radio spot at Bombo Radyo Cagayan de Oro. The spot was about a couple talking about their plans for their family. This spot was aired every day from May 15-30, 2012.


World Population Day, July 11

Radio spot also placed in one of the radio stations in Cagayan de Oro for fifteen (15) days, four (4) times daily including primetime. It aired messages about the importance of family planning.

RPO-10 placed movie slides with FP messages in four (4) theaters in Cagayan de Oro City. The cine slides presentation lasted for seven (7) days and they were flashed on screen during intermissions in between movie showings.

Press releases about World Population Day were distributed in five (5) radio stations to include PIA-10. It explained why the event is celebrated annually. The importance of Responsible Parenthood and Family Planning in addressing the social and health problems in the country was likewise given emphasis.

RPO-10 requested and encouraged the P/CPOs and partner agencies to hang streamers and conduct activities to drum-up the World Population Day Celebration. Among the partner agencies who responded to the request were: 1) LGU-Cagayan de Oro; 2) LGU-Misamis Oriental; 3) DSWD-10; 4) CHED-10; and 5) DENR-10.

A print advertisement was placed in the inside page of Mindanao Daily as part of the IEC activities for the World Population Day. The print ad bore family planning message which says ”May Plano Ako. Kaya Mo Ring Magplano”.


Family Planning Month Celebration, August

For the FP Month Celebration, RPO-10 placed another paid advertisement in two (2) radio stations in Cagayan de Oro for the whole month of August. The ad promoted the use of family planning methods as means to achieve the couple’s fertility intentions.

RPO-10 displayed streamer at the gate of the office to generate public consciousness about the celebration. The P/CPOs and partner agencies were also requested to hang streamers at their offices to heighten the people’s awareness about the family planning program of the government.

POPDEV Week Celebration Activities


A Press Conference for the POPDEV Week Celebration was conducted by POPCOM 10 last November 22 at the Pryce Plaza Hotel, Cagayan de Oro City. The Press Conference highlighted the Launching of the State of Population Report and the National Population Congress held in Cagayan de Oro during the POPDEV Week Celebration. POPCOM Executive Director Tomas Osias and all the Regional Directors of POPCOM joined as panelist in the press conference. Twenty Media Outlets attended the activity.


The National Launching of the State of the Philippine Population Report 5 was conducted last November 22 at Pryce Plaza Hotel, Cagayan de Oro City. The fifth issue of SPPR explores the population, health and environment interrelationships and the experience of the country in integrating the three variables in policies, programs and projects. The report adopts the population and development framework to put into context PHE linkages. About three hundred participants from all over the country attended the activity. Other highlights of the activity were the presentation of the good practice of Ubay, Bohol in implementing PHE and the unveiling of the SPPR 5 as well as an audio visual presentation/documentation on Typhoon-Sendong.

The National Population Congress was conducted last November 23 at Pryce Plaza Hotel, Cagayan de Oro City. About three hundred participants from all over the country attended the activity. The National Population Congress is one of the highlights of the Population and Development Week which is celebrated every November 23-29 of theyear. It is an annual occasion where population stakeholders were convened from all over the country to share their milestones and best practices in implementing the population management program.

Press Release and Other IEC Activities for the POPDEV Week Celebration, November 23-27, 2012:
• Radio spot was placed in the two biggest radio stations in Cagayan de Oro (Magnum and Bombo Radyo) for thirty (30) days, four (4) times daily including primetime within the whole month of November. It aired messages about the importance of family planning.
• Press releases about the POPDEV Week Celebration were distributed to five (5) radio stations to include PIA-10. It explained why the event is celebrated annually. The importance of Responsible Parenthood and Family Planning in addressing the social and health problems in the country was likewise given emphasis.
• RPO-10 requested and encouraged the P/CPOs and partner agencies to display streamers and conduct activities to drum-up the POPDEV Week.
• A Print advertisement was placed in the inside page of Sun-Star Daily as part of the IEC activities for POPDEV Week. The print ad bore message which was culled-out from the SPPR and information about the major commemorative act ivies that POPCOM conducted during the week.

Information Management and Databanking


POPCOM 10 maintains a database in two computer programs that allows storage and easy access of population-related information. These two databases are DEVINFO and RP/FP. Updating and maintenance of the POPCOM 10 website, DevInfo Database is also being done regularly. RPO-10 website can be accessed through www.popcom10.org. For the RP - FP Online Reporting System, the MIS Unit is continuously encoding the data from Forms submitted by the MPOs after conducting the FDS. These data include among others: a) number of FP users; and, b) the number of couples with unmet needs which are disaggregated by province/city, municipality and barangay.


The RPIC and NFP Resource Centers

The Regional Population Information Center and the NFP Resource Center continue to serve its intended clients. For the year, a total of 950 clients visited the RPIC. Most of these clients were students from high schools and universities. RPO 10 is also maintaining nine (9) satellite centers which are located in different cities and provinces in the Region 10. Information materials and books were regularly distributed to these centers.







Capability Building for POPCOM Staff


Training on Policy Development and Analysis for the Technical and Middle Management Staff of POPCOM

Two technical staff of POPCOM attended this training in May 23-29, 2012 at the Richville Hotel in Manila. This was sponsored by POPCOM Central Office the University of the Philippines in Diliman, Quezon City. As output of this training, the participants were required to submit a Policy Paper on their chosen policy issue. RPO-10 technical staff who attended this training submitted a policy paper on the rising incidence of teen pregnancy in Cagayan de Oro City.

Joint Assessment and Planning Initiative (JAPI)

This was conducted in May 23-25, 2012 in Ozamiz City in Misamis Occidental. This was attended by DOH-10 officers and POPCOM-10 staff. Other partners of this activity were from the European Union, UNICEF, and DOH-10. They also have other partners like PHIC, NEDA, NNC, and representatives from the Civil Society. The main objective of this JAPI visit was to assess the health facilities and services of the Hospitals and Rural Health Units of Misamis Occidental. Major findings include: Low CPR in Misamis Occidental; Overstaffing in RHUs; Improved/enhanced MIS in Misamis Occidental Provincial Hospital; and Reactivation of the therapeutic Team in Misamis Occidental Provincial Hospital

Training on the Use of the Adolescent Job Aids (AJA)

The training was conducted in May 23-25, 2012 at Hotel Conchita in Cagayan de Oro City. The objectives of this training were to provide adolescent health trainers a tool to teach other health providers on the use of the Adolescent Job Aid Manual and to assist the health provider on the utilization of the manual in the day-to-day activities. Other participants in the training were personnel and staff of the city and provincial hospitals.

National Consultative Workshop on the Monitoring & Evaluation System

This was conducted at Rengel Hotel in Puerto Princesa City last July 2-6. The objective of this was to determine and identify all existing and past Monitoring & Evaluation tools used by POPCOM, and to review and assess the responsiveness of existing monitoring and evaluation system. The review was at the national, regional and local levels. Five (5) workshops were done during these activities which were facilitated by the Project Management Office staff.

Orientation on Healthy Lifestyle focusing on Seven Healthy Lifestyle Core Messages

Last September 13, two (2) POPCOM 10 staff attended the pre-launching of the region-wide Healthy Lifestyle Campaign at the De Luxe Hotel. After the lectures, the participants were taught new “Hataw Steps”.

Orientation on the Appraisal and Disposal of Government Properties

The activity was conducted in July 24 26, 2012 at the COA Regional Training Center. A staff of POPCOM 10 attended the said training.

CAPABILITY BUILDING for PROGRAM WORKERS


Training of Trainers for Pre-Marriage Counseling

The training was conducted in July 8-10, 2012 in Davao City. The Provincial Population Officer of Lanao del Norte and the City Population Officer of Iligan City attended this training. They were expected to conduct roll-out training after the TOT.

Training on Interpersonal Communication and Counseling on Family Planning

POPCOM 10 conducted a series of trainings on Interpersonal Communication and Counseling (IPCC) on Family Planning for the program workers. For the 1st quarter, four (4) batches were conducted on the following dates:
• First batch - February 23 – 25;
• Second batch - February 29 – March 2;
• Third batch - March 6 – 8; and,
• Fourth batch - March 14 – 16.

A total of one hundred thirty-four (134) program workers attended the training.

Gender Analysis Training

This was conducted in December 9 - 14, 2012. Three (3) POPCOM 10 staff and the Regional GAD focal persons, attended the Gender Analysis Training in Lancaster Hotel in Manila. The objectives of the training were the following: a) for POPCOM staff to be gender-sensitized and oriented on gender-based analysis; b) to produce a list of gender issues associated in the three program components of PPMP; and c) enhanced the GAD Plan of each region. The training has met its purpose in enhancing participants’ knowledge about gender and development particularly on gender-linked issues and analyzing gender-based issues.


Training of Trainors for Y4D Officers using the SHAPE Module

The training was designed for the Presidents and Vice Presidents of Y4D officers in each municipality in Lanao del Norte. There were twenty-five (25) pre-identified youth participants. Three (3) staff of the RPO-10 Core of Trainers handled the different sessions assigned for the three-day training. Four (4) military officers (young PMAers) joined the group during the return demonstration portion. The main objective of the training was to improve the quality of life of the young people of Lanao del Norte.


Training of Trainers for Youth for Development (Y4D) Organization using SHAPE Modules

The province of Lanao del Norte conducted a three-day “Youth for Development Training” in July17-19, 2012 at the Mindanao Civic Center in Tubod, Lanao del Norte. The activity was designed to enable the officers to become aware and appreciate adolescent sexuality and reproductive health concerns, challenges, and issues and acquire basic knowledge and skills on communicating effectively with adolescents. The training was also aimed at make the participants understand the role of parents as primary source of accurate and sound information on adolescent health and development including ASRH. Twenty youth officers joined the training. They were between the ages of 16 years to 25 years old. They were expected to conduct echo trainings to their respective organizations in the municipality.

Training of Trainers on SHAPE for the youth leaders of Tangub City

A training on Adolescent Reproductive Health using Sexually Healthy and Personally Effective (SHAPE) Modules was conducted at the Regional Learning Center in Tangub City in October 23-25, 2012. Twenty (20) student leaders of the different high schools and SKs of Tangub City attended the training. The participants are expected to conduct Classes on ARH in their respective areas as part of their AHYD Program for 2013.

Basic Demography Training for selected Provincial and Municipal Technical Staff

A basic training on Demography for selected technical staff of the different municipalities of Lanao del Norte was conducted in October 2-4, 2012 at Mindanao Civic Center (MCC), Tubod, Lanao del Norte. The technical staff were from the offices of the provincial and municipal Planning and Development, population, health, social welfare and development and agriculture.






Training on Sexual Health: Promotion, Education and Counseling for THQ Jasaan

The training was held in December 13-14, 2012 at the Chali Beach Resort, Gusa, Cagayan de Oro City. It was conducted in partnership with the Provincial Health Office of Misamis Oriental. Staff from the THQ of Jasaan and nurses and midwives of the Inter Local Health Zone (ILHZ) composed of the municipalities of Claveria, Jasaan, Villanueva and Tagoloan in Misamis Oriental attended the training. This was conducted to develop and strengthen the basic skills of service providers in health education and counseling services..

Center for Development Transfer of Technology Training


The four CFD sites namely: Ozamis City, Cagayan de Oro City and the municipalities of Tagoloan and Opol in Misamis Oriental attended this two-week Transfer of Technology Training conducted by the CFD last October 10-21 at POPCOM Training Center in Cagayan de Oro City. The training was designed to equip participants with the necessary knowledge and skills expected of a youth service provider in the CFD.
