Gagne: Framingham officials should resign

Posted Nov 12, 2013 @ 11:25 PM

FRAMINGHAM —

I am a former employee of the town of Framingham. I am writing today to expose the corruption, racketeering and misconduct that I witnessed during my time in city hall. I was outraged at Saturday's article about Mike Foley. During Foley's tenure, I have personally seen gross acts of misconduct from his superiors, and his inferiors during my time working in their proximity for the Assessor's office. Their immorality is so obvious to me that it actually pushes me to think "is there a cover up in the DA's office?"

Directly quoting Saturday’s article, D.A. (Marian) Ryan said "The probe also revealed that Mr. Foley’s conduct was well known, and tolerated for years by subordinates and superiors alike." It begs the question: Why were these behaviors tolerated? Furthermore, why, when these breaches of ethics are acknowledged by the D.A. herself, were charges not filed against Foley? In light of all of this, I think that every selectman who was on the board at the time, as well as the CFO, should resign. The town at large should be asking for their resignations. But the climate of corruption runs so deep within town politics, that people seem to be afraid to speak up, but I am not.

In 2011, Foley was put on paid administrative leave for a year while under investigation. According to D.A. Ryan, this investigation yielded evidence, that she herself referenced, of misconduct. Foley should be required to pay the town back for his paid leave in light of the aforementioned "conduct." Foley accepted an excess of $90,000. Imagine what good this money could have done for the community if it wasn't siphoned into the pockets of Mr. Foley.

Why? Allow me to recall an investigation by WBZ TV investigative reporter, Joe Shortsleeve that aired on Nov. 1, 2011. Foley was found by the I-Team to be skipping work to play golf, falsifying gas mileage reimbursement reports, skipping work on Fridays, and waiving building permit fees for his friend's businesses. All of this information was on television, for all to see. There is hard evidence for his racketeering, fraud and misconduct. I must ask why the Town of Framingham passed this to the D.A.'s office instead of simply firing him on the spot? This is very clear evidence of strong, long standing corruption within town hall, that is a detriment to Framingham as a whole.

Even after all of this information has been released, acknowledged, and is available for everyone to look up on Google, Mike Foley’s actions remain unpunished. I am outraged, and if you live in Framingham, you should be too.

SHARON V. GAGNE
