Dear Attorney General Martha Coakley: March 17, 2013

It's me again,
I've written to you all twice already about the Framingham Adult Plus ESL program.
The program is basically organized crime being protected by the Town of Framingham, select newscasters, and many prominent citizens in the area, and apparently you in the Attorneys Generals Office.

This short complaint by me wants you, the Attorney Generals office, to look into concerns about violations of the 1996 Welfare Reform Act and how Federal Law states that no Federal monies go to people that are in these programs that are not entailed to these services. In the copied two pages from the Boston Globe dated May 12, 2013 in yellow highlight, a major admittance by the Director of the Adult ESL Plus program states:

"Framingham ESL Plus is the largest program in the community, the Federal grant is a small part of its $ 800,000 annual budget and pays for about 30 students, slots said Christine Tibor. Most of the funding for the 700 adults served annually by the program comes from the State Department of Elementary and Secondary Education.

It is well known that most of the people in this program are ILLEGAL Aliens that have no business by Federal Law even being here in the United States.
Since MOST of the funding comes from Federal and State funds then the program is in violation of the 1996 Welfare Reform Act.

I have written to you two times and you have NOT done anything.
NO Federal monies should be supporting anyone Illegally here in this country. The Adult ESL Plus Program is in violation of Federal Law.

Do I have file a Writ of Mandamus to have you do your job protecting the taxpayers of Massachusetts? Isn't this YOUR job to stop this misuse of State or Federal funding?

mandamus (man-dame-us) n. Latin for "we order," a writ (more modernly called a "writ of mandate") which orders a public agency or governmental body to perform an act required by law when it has neglected or refused to do so.

I would like a written answer to this complaint.. A copy of this letter is going to my State Rep, Chris Walsh.

Enclosed is information I have sent to the Attorney Generals Office about my complaint again about the Adult ESL Plus program in Framingham. You have been contacted by me about this already and have done nothing to assure me that you have looked into this or asked legal counsel for help in solving this complaint and other complaints.

Like I have said in the past and will continue to state, this ESL program is in violation of Federal Law, in particular the 1996 Welfare Reform Act about entitlements and WHO are not to get them. The Adult ESL Program Plus consist MOSTLY of illegal aliens who are NOT supposed to be giving ANY State or Federal funds to help them in their stay in the United States. The Program and its Directors are in violation of the US Nationality and Immigration Acts in aiding and abetting Illegal aliens in the stay in America.

Federal Immigration and Nationality Act
Section 8 USC 1324(a)(1)(A)(iv)(b)(iii)

"Any person who . . . encourages or induces an alien to . . . reside . . . knowing or in reckless disregard of the fact that such . . . residence is . . . in violation of law, shall be punished as provided . . . for each alien in respect to whom such a violation occurs . . . fined under title 18 . . . imprisoned not more than 5 years, or both."

The ESL program through its advocates of Framingham Town Meeting had the nerve and even tried to get a Resolution asking for the 400 "waiting in line" for this program to get more funds totaling $ 100,000.

Luckily, by wisdom and Rule of Law, the majority of town meeting voted this nonsense down. So the majority is obviously backing Rule of Law and I ask you to do the same in taking a stand here. The Program ADMITS that it gets its majority of funds from Federal and State. This has to stop. The Adult ESL Program is basically organized crime that I mentioned in the Attorney Generals Letter.

I ask you to take a stand here and make sure the Laws we do have are followed by programs or organizations that want Federal and State Funding. Federal Law is very emphatic that Taxpayers monies are not to support ANY people or programs that are Illegal here in this country.

Looking forward to you answer. Chris, I am not going away here.
