Subject: Miss Kentucky USA question

I’ve seen several posts and comments and I am extremely confused about something. The posts and comments state that Brea (this year’s winner) tied for the title last year with Madelyn being crowned. Is this correct? And if so, how was the “winner” eventually decided? I’ve NEVER heard of this happening before...or should I say, I have never heard of anyone knowing this or it being admitted.
