Pubic hair, if washed, doesn't present a special problem. If inadequate washing is a problem, that's independent of pubic hair or lack of hair. Pubic hair has a wicking and cooling function. When I remove my pubic hair, my scrotum gets sticky from partially dried perspiration. It's not harmful or particularly uncomfortable, but it makes me want to adjust my scrotum more frequently.
