I prefer to imagine the backstory of this image a little differently.

The girls barely know the boy, but he got too fresh, possibly grabbing a body part. One engaged him in conversation while the other tugged down his pants and pushed him to his knees. They started switching him, and he kicked his trunks off.

No one intervened because everyone knew he was a jerk.

I must add that this image is about the limit to what I feel I can get away with on Voy, speaking as moderator.
