She says we are moving back to her Brothers place to start with he is a minister in the Community and he will be in control of my discipline. She says he is strict and wont take any of my nonsense. She also said I had better get rid of any notions of modesty when he takes control but she wont say what she means by that.

From what I've read it sound like your mother feels that you need a father figure and possibly some structure and discipline in your life. This community will provide that. When your mother says forget all notions of modesty, she means that when required you will be punished possibly with paddle or strap, likely fully nude and with witnesses present. In short, follow all rules and try and avoid this new embarrassing and painful experience.
