The problem with chain letters is that they are illegal. No, a fictional retired lawyer saying "ask to be added to the mailing list" does not change that. Sorry. It sure sounded clever, though.

The other problem is that they do not work because you do not have an ever-expanding pool of marks to provide the next level in what is effectively a multi-level-marketing or Ponzi scheme. By the time you receive the chain letter, the best you can do is print it out and turn it in at the counter in the post office. At least you will not get robbed.

Trying to avoid the law with "paypal magic", or "fast commissions", or "work-at-home", does not work. Same problems, even if you could entirely avoid sending money through the mail. When you actually send money, that money is gone.
