Two factors: journalist laziness and vastly shrunken budgets to bankroll any sort of actual investigative reporting. The internet has destroyed the ability to do cost-intensive journalism because the legacy media was the only organization with the financial resources to fund it. Now we're a society of amateur but penniless independent investigators sitting behind a keyboard. There's definitely utility to having them, but given that they've crushed legacy media, what's left of legacy media is gonna do lightweight "reporting" based on thin reeds like "it seems like smoking is coming back"!
