I have seen many times that NG says that the body moves first. The body moves independantly from the arms, but that means the body moves towards the target while the arms are still moving back, then the body is in position and the arms swing through.

You do not seem to have a clue as to what NG is teaching now do you? There is no question that they want the body to move first.
