Lack of government capacity destroys all good ideas.
The original Bougainville strategy was to 'make friends with the people,' providing government services and showing that PNG was making a commitment to Bougainville. Of course, even good intentioned government officers failed to realise you can't sit at a desk all day and dream on paper, and expect reality to match. Local government people either sat around, outright stole goods meant for the Bougainville people, or didn't do what was necessary to move the goods (witness containers full of goods sitting for months and months in Buka, much of it later stolen).

The government failed miserably in the end to demonstrate its good intentions to the Bougainville people. That may explain why there is no trust or 'second chances' being given now.
