They seemed to initially pay off those who made substantial deposits, because the story spread quicker that way, and got lots more potential depositors interested, which then started the avalanche of money coming in.

They probably didn't make as much money as it would appear, but a few million would do, thank yu!

There's something else going on here too which I'm curious about. Was Skate actually too stupid to realise these pyramid schemes for what they are, when he got the Bank of PNG to lift the old prohibition of these schemes? Did he actually think you can make money like that legitimately? Or did he and his cronies get paid off, either by 'investing' in the scheme, or a more simple under the table payment?

I wonder.
