Other perspectives:

If outside ways haven't been effective in PNG, is it xenophobic to reject them?

Are outside ways not effective in PNG because they're wrong to begin with?

Maybe its better to break down the underlying processes and problems rather than to start labeling the intent, personality, or background of the writer, I think!
