I'm not sure those are the messages being given here, ie that outsiders are not welcome.

I also know that with our cargo cult mentality, any expatriate is seen as a potential deliverer of cargo.

I'm curious if you consider that sort of sentiment - cargo mentality - as being a legitimate vote of support by the people for outsiders coming into PNG to assist.
