The reason why there is no immediate rejection of such idiotic things is because of low awareness on what normal standards of performance are for public servants. This lack of understanding goes from top to bottom. I can guarantee that if the public were aware AND the newspapers followed a story for more than 1 day, any suggestions on retaining people like this would be run out of town with no further ado. There is no pressure right now to counteract the stupid decisions of the top people.
