The introduction high investment houses in western highlands has definitely cut down the fighting. You have to introduce them on all sides. No one wants to destroy another person's investment, cuz you know you'll have your investment destroyed too!!

It only works if the home owner has sweated and bled and worked their guts out to come up with the money to build the permanent house. Govt or other assistance doesn't create the right balance.
