Hi, Khloe,
It considered normal and was normal then. All girls, who were invited, had younger siblings and had experience to care about them ( I myself have younger brothers twins and could bath children without problems). I can't recall that any from girls were embarrassed - for all it was usual "big sister duty". Perhaps, some of boys were embarrassed, when were bathed by little older girls but it wasn't big deal for us and counselor. Moreover, I sure when boys were bathed together they had much less embarrassment of their nudity if their would be bathed in privacy. Sometimes in boys group were little more older boys - together with 10-year-old could be kids in 12 - but they were bathed too, without difference. However, nobody from boys had signs of puberty, and for us they were little children only, despite of age gap 2-3 years only between us
